The achievement of the Program Development Objectives of the Regional Disaster Vulnerability Reduction Program (RDVRP) would be measured using the following key indicators: (a) Reduced risk of OECS population to failure of public buildings and infrastructure due to natural hazards or climate change impacts; and (b) Increased capacity of OECS Governments to identify and monitor climate risk and impacts. During the current Implementation Status and Results (ISR) reporting period, the overall disbursement of the project has picked up and is expected to increase further as construction activities progress in 2016. In Grenada, disbursement to date (as of May 5, 2016) is $14.5 million (roughly 55% of original project amount and 41% of current Project amount, inclusive of the recently effective Additional Financing), with another US$7.9 million in ongoing contract commitments (roughly 22% of total Project amount).The Project remains on track in its disbursement estimates with a projected disbursement of US$6.5 million by end of calendar year 2016. In SVG, disbursement and commitments stand at US$10.6 million, roughly 51% of the original project amount and 17% of the current project amount (including the AF approved in 2014). With works ongoing, the PCU/PMU and the Bank team will closely and routinely assess, as implementation progresses, whether there will be need to enhance the PCU/PMU' s capacity for contract management, currently handled by the respective Project Coordinator and Project Engineer in each island. A brief summary of country-specific progress achieved to date is included below: Grenada: Component 1: Prevention and Adaptation Investments. With the exception of St John’s Flood Mitigation and Holy Cross School rehabilitation, all the Works activities under component 1 of the Project are currently either completed, ongoing or under contract. The following work projects have been started or completed during this reporting period: road works at the housing projects of La Sagesse and Beausejour, reconstruction and retrofitting of the St Patrick's School, embankment protection at Market Square in Gouyave, landslide stabilization along Constantine Road and at River Road, anti- erosion measures at the Sendall Tunnel, and the construction of two water tanks at Chemin and Westerhall. Upcoming project works currently under contract to start within the year include the reconstruction of two bridges (Lance and Hubble), and continued works to septic systems and access roads at the low income communities at La Sagesse and Beausejour. Component 4: Project Management and Implementation Support. During this reporting period, the Government assigned a new Project Engineer to the PCU to support civil works preparation and supervision. A challenge remains in that the contract management functions could be improved in the following areas: (i) acceptance procedures and certifications, (ii) budget follow up with the lack of ongoing cost-control. The task team will organize a training in contract management and supervision for engineers within the Ministry of Public Works (MoPW) within the next reporting period. This will allow the PCU and the MoPW to have a better handle on their cost estimates and project management budgets. The team is also working closely with social safeguards personnel to ensure adherence to Bank safeguard policies during implementation. Additional Financing Effectiveness: The AF of US$8.8 million approved by the World Bank Board of Directors on June 8, 2015 has become effective during this reporting period, on November 10, 2016. AF activities which fall under component 2 (Regional Platforms for Hazard and Risk Evaluation, and Applications for Improved Decision Making) have commenced, with the procurement process underway for the contracting of technical experts in LiDAR surveying, geodesy and hydromet, who will aid the local technical working groups in determining end-user needs and development of technical specifications and training to undertake these activities. The acquisition of various goods packages for technical agencies are underway. An updated implementation plan and realistic disbursement projections for the AF activities will be developed during the upcoming July 2016 mission. SVG: While there has been some delays in advancing the works component due to procurement and technical capacity challenges in finalizing procurement packages, some works have been launched during this reporting period, and the preparatory activities for the works continue to advance with most of the pre-engineering studies completed and the designs either ongoing or completed. Below is a status summary of project activities: Component 1- Prevention and Adaptation Investments: - Satellite warehouses: construction started in Sandy Bay on December 2, 2015, while construction is expected to begin by the end of calendar year 2016 for the remaining 5 satellite warehouses. - Emergency shelters: works is expected to start at the Dorsetshire school in August 2016 and the rehabilitation of the Kingstown school will start in 2017. - Slope stabilization/road rehabilitation: (i) works are expected to start at Ginger Village in December 2016 and in 2017 for the remaining sites. Component 2 - Regional Platforms for Hazard and Risk Evaluation, and Applications for Improved Decision Making: - Bridges and river defenses: the installation of the Bailey Bridge in Grand Sable has been completed, while remaining investments are expected to start in mid-2017. - Coastal defense works are expected to begin by mid 2017. - Small works have been completed to rehabilitate the MoTW library, and works are to begin at the Union Island Learning Resource Centre in early June 2016. Component 4 - Project Management and Implementation Support: Financial Management (FM). During this period, the PMU’s FM capacity has improved with the addition of the Senior Accounts Officer to lead the FM activities. The Bank’s FM team will continue to work closely with the PMU to further these improvements. Procurement. The quality of the procurement documents declined during part of this reporting period, resulting in several Bank reviews of the same procurement packages, hence delaying the overall procurement processes. However, there has been slight improvements as of late. The upcoming procurement mission in June 2016 will focus on enhancing the procurement capacity, especially on the procurement of works as well as identification of additional training needs for PMU staff. Social Safeguards. Given this has been a long standing issue, a Social Impacts Matrix (SIM) was developed for the purposes of documenting their work; however, it is not being utilized. As a means of addressing this data collection/documentation gap, the World Bank social specialist provided training at the regional Caribbean fiduciary and safeguards workshop in the Dominican Republic (May 23-25, 2016) on the use of the SIM and other data collection tools for documenting the implementation of social safeguards policies under the RDVRP. Environmental Safeguards. The Environmental Management Framework (EMF) continues to be adhered to by the field supervision of a designated Engineer seconded to the Ministry of Transport, Works, Urban Development and Local Government. Limited Environmental Assessments (EAs) are being carried out where necessary according to the screening procedures in the EMF. Proposed Additional Finance. The preparation of the second Additional Financing (AF EUR 6.5 Million grant from the European Union) for project scale up in the transport and coastal management sectors has advanced well. The Appraisal for AF activities was completed on March 22, 2016, and the EMF and Resettlement Policy Framework were revised to reflect the additional activities, and disclosed on the Government and Bank websites in March 2016. Currently, the Legal Agreements with the European Union are being finalized and World Bank negotiations with the Government are planned for July 2016, with Bank Approval scheduled for September/October 2016. The PMU and the Bank team will work together to prepare an updated implementation plan and realistic disbursement projections reflecting AF activities, during the next mission in July 2016. Since the last ISR, one World Bank mission to Grenada (March 2016) and two missions for SVG (November 2015 and February 2016) were carried out. In Grenada, the purpose of the mission was to provide technical and operational guidance to advance the implementation of the project. In SVG, the November mission focused on procurement and project management which included delivery of a Procurement training; while the February mission focused on providing technical guidance to advance project activities. An FM mission and a procurement mission to SVG are planned for June 2016, while an overall implementation support missions to SVG and Grenada are scheduled for July 2016, during which the teams will discuss implementation schedules, budgets, disbursement projections and training needs for the PCU/PMU and implementing agencies.
