Gabon (hereinafter the Borrower) is implementing the COVID-19 Strategic Preparedness and Response Project in Gabon (the Project) with the participation of the Ministry of Health. The International Bank for Reconstruction and Development (hereinafter the Bank) has agreed to provide financing for the Project. 2. The Government of Gabon has requested an additional financing from the World Bank for the COVID-19 Strategic Preparedness and Response Project (SRPP). This US $10 million additional financing will further support the Government of Gabon's efforts in the COVID-19 response, including vaccine procurement, cold chain, data collection tools, pharmacovigilance, and waste management. 3. A summary ESCP prepared for the parent project was published nation- wide in the daily newspaper, The Union, from May 22 to 25, 2020. 4. The emergency SPRP context, in addition to restriction measures imposed by the Government to fight the COVID-19 pandemic such as mandatory limitation of physical movement and public gatherings did not allow for an effective execution of the ESCP. In addition, staff turn- over in technical management teams has hindered appropriate ESCP requirements by the latter. 5. To improve SPRP’s environmental and social performance and to effectively translate commitments made by the Government of Gabon to the implementation of the SPRP, an environmental and social audit was undertaken. 6. In addition to the dual information management and reporting functions held concurrently between military health services and technical managers at the Ministry of Health (MoH), in addition to communication problems, poor reporting by COPIL of various sub-committee activities to technical DOCUM ENT DE TRAV AIL managers at the MoH, poor or lack of involvement from PIU environmental and social specialists in project monitoring activities under COPIL, the E&S audit revealed the omission of E&S aspects in main contracts/agreements signed under the SPRP, and difficulties in biomedical waste management as it is now an integrated part of the national COVID-19 response. 7. The SPRP is part of the national COVID-19 response program. However, its implementation follows the World Bank's environmental and social framework, which became effective in October 2018. 8. Therefore, the Borrower shall implement measures and material actions to ensure that the Project is implemented in accordance with the Environmental and Social Standards (ESS). The present Environmental and Social Commitment Plan (ESCP) updated on June 30, 2021 defines the measures, material actions, specific document and/or plan, as well as the timeframe for each of those measures. It considers activities under the additional financing and recommendations from the audit. 9. The Borrower shall be responsible for compliance with all ESCP requirements, even when the implementation of specific measures and actions is conducted by the Ministry mentioned here above in paragraph 1. The Borrower shall monitor and report to the Bank the implementation status of material measures and actions presented in this ESCP, as stipulated in the terms of the ESCP and in the Legal Agreement. The Bank shall monitor and evaluate progress and completion of material measures and actions throughout project implementation. As agreed by the Bank and the Borrower, this ESCP may be revised at any time during project implementation to allow for adaptive management in response to changes in the Project and unforeseen circumstances, or in response to the project performance evaluation carried out under the ESCP itself. In such circumstances, the Borrower and the Bank shall agree on the modifications and update the ESCP to reflect the modifications. All modifications to the ESCP by both parties shall further be supported by an 2 | Page exchange of letters signed between the Bank and the Borrower. The Borrower shall promptly make public the updated ESCP. 10. When changes, unforeseen circumstances, or the project performance result in changes in risks and impacts during Project implementation, the Borrower shall provide additional funds, if necessary, to implement actions and measures in response to such risks and impacts.
