The successful sector dialogue enabled concensus on several areas including Government financing to the SDF to ensure its sustainability after ESPJ financing.  Other risks involved include the continued prevalence of COVID-19 which could result in another closure of learning institutions thereby impacting smooth continuity of operations. Although there is no national data on the prevalence of COVID-19 in Tanzania, tourists' inflow continues without being tested at arrival; while neighboring East African countries are reporting increasing number of cases by the day.  The overall risk rating has been down graded from "S" to "M". The institutional capacity is being strengthened through the monthly technical meetings as well as Technical Assistance. Close monitoring continues to ensure timely and quality implementation. 1/26/2021 Page 5 of 15 The World Bank Implementation Status & Results Report Tanzania Education and Skills for Productive Jobs Program (ESPJ) (P152810) Results PDO Indicators by Objectives / Outcomes Strengthen the institutional capacity of the recipients skills development system IN00946418 ►PDO 1: Institutional Framework in place for NSDS and institutional strengthening complete (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Value No Partial Fully Yes Date 15-Jun-2016 26-Jan-2018 15-Dec-2020 30-Jun-2022 Despite the non-establishment of the National Skills Council and Secretariat that had been envisioned to form the anchorage for the National Skills Development Strategy (NSDS), significant progress has been made towards strengthening the institutional capacity of the skills development system for Tanzania manifest in the completion of the following institutional intermediate results: (a) the Skills Development Fund (SDF) is established and operational; (b) the Trainee Voucher Scheme (TVS) was established under the ambit of the Higher Education Students' Loans Board (HESLB) and the lessons learned enabled formation of the bursary scheme for vulnerable youth under the SDF; (c) the initial capacity development activities had been executed and the gaps identification process enabled the setting up of the Capacity Building Addendum Plan (CBAP) to enable integration of global themes including climate change, gender along with Comments institutional leadership of the newly established vocational institutions for improved service delivery, as well as strengthening the capacity of the National Commission for Technical Education (NACTE) in addition to the Tanzania Commission for Universities (TCU); (d) concensus has been generated between MoEST and ministry of finance on the annual financing amounts to the SDF per year to enable its continuity past ESPJ program financing; (e) the Skills Management Information System (SMIS) exists to inform policy and program dialogue on vocational education; (f) the registration of training providers by respective regulatory bodies is now ongoing; and (g) offered programs are being accredited for enhanced quality.
