There are ongoing delays in the recruitment of key technical positions to support the implementation of Component 2 (Mainstreaming Risk Reduction and Resilient Investments) due to poor responses to calls for bids from suitable candidates given the specialized expertise and the overall limited number of people globally and in the region. A model that allows drawing on the expertise of SPC staff may be submitted for Bank consideration.
