The final Joint Review Mission and ICR mission was held between September 14-22, 2021. Progress against the Project Development Objective is rated Satisfactory. The project has achieved the end-of-project targets, surpassing or almost achieving targets on all key performance indicators. An online student learning assessment system has been developed and launched for use across all engineering disciplines, 54% undergraduate programs in focus states are accredited/applied for accreditation against a target of 40 percent, the SC/ST and female students from traditionally disadvantaged groups in total enrollment in participating institutes in focus states is 19.3% and 29% 10/29/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Technical Education Quality Improvement Project III (P154523) against a target of 20% and 30% respectively, and the overall transition rate in focus states is 73% against the 60% target. The project has disbursed 93% and is expected to achieve a disbursement rate of 98% during the disbursement timeline. The project’s strong monitoring focus along with design features such as results-based financing, partnerships with well-performing institutes and focus on institutional governance has enabled the project to achieve its development objective. Implementation was supported by the innovative use of systems like direct funds transfer to project institutions, e-procurement and web-based MIS which helped bring about transparency in implementation of activities and monitor progress. An evaluation study to assess the effectiveness of project activities is underway.
