Amendment No. I to the Administration Agreement between the Ministry of Foreign Trade and
Development Cooperation of the Netherlands and the International Bank for Reconstruction and
Development and the International Development Association concerning the Tunisia Rural and
Agricultural Chains of Employment Programme Multi-Donor Trust Fund
(Trust Fund No. TFO 73418) (Donor reference 4000003352)
1. Reference is made to the Administration Agreement between the Ministry of Foreign Trade and
Development Cooperation of the Netherlands (the "Donor") and the International Bank for Reconstruction
and Development and the International Development Association (collectively, the "Bank") regarding the
Tunisia Rural and Agricultural Chains of Employment Programme Multi-Donor Trust Fund (Trust Fund
No. TF073418) (the "Trust Fund") effective as of November 26, 2019 (the "Administration Agreement").
2.     The Parties agree to amend the Administration Agreement as follows:
(a)    Paragraph 2.1 of Annex 1 shall be deleted and replaced with the following:
"2.1.  "Bank-executed activities, for which the Bank has implementation responsibility:
A.     Increase Youth and Female Participation in Agri-food Employment
Provide technical assistance to govermnent and civil society organizations to support the design
and implementation of sensitization campaigns, surveys and training programs that improve the
employability of women and business opportunities of young male and female agri-entrepreneurs.
B.     Resilient and Competitive Small-scale Producers and Agri-SMEs
(i)    Provide technical assistance to medium scale agro-processing industries and small-scale
producer groups (GDAs/ SMSAs) and SMEs in preparing technically sound and financially viable
business plans and subprojects.
(ii)   Provide advisory support in the development of a matching grant mechanism for small
scale-producers and income generating subprojects.
C.     Efficient Technical and Financial Service Providers
Provide advisory support to key financial institutions to develop innovative financial and risk
management products, tools and practices to support small-scale producers and agro-food sector
value chains.
D.     Conducive Agri-business Environment and Policy Framework
Preparation of briefs, studies and stakeholder consultations and provision of advice for the
formulation of policy briefs aimed at improving the business environment and the agricultural
policy framework.
E.     Management and administration activities for the Trust Fund, including but not limited to,
supporting Trust Fund related meetings; planning and executing work plans and budgets; managing
communications and conducting outreach; disseminating lessons learned- reporting on progress;
and monitoring and evaluating the activities.


F.      Carry out identification and appraisal of, and provide implementation support to,
Recipient-executed activities."
3.     All other terms of the Administration Agreement shall remain the same.
4.     Each of the Parties represents, by confirming its agreement below, that it is authorized to enter into
this Amendment and act in accordance with these terms and conditions. The Parties are requested to sign
and date this Amendment, and upon possession by the Bank of this fUlly signed Amendment, this
Amendment shall become effective as of the date of the last signature.
