The project development objective was to be achieved through a "two-handed approach", combining improvements in the energy efficiency of residential buildings, and the gradual implementation of the reform on heat pricing and billing (promoting consumption-based billing, and the modernization of heat supply systems to allow for consumption-based billing). Two of the three project's outcome indicators are expected to be achieved by the end of October (current year building energy efficiency standard compliance and cumulative coal Page 1 of 4 The World Bank Report No: ISR12100 savings of project cities) and one outcome indicator (consumption-based billing percentage) is below the target (39% v.s. 50%) and will not be achieved. Disbursement is currently at 63.4% of the grant amount, but is planned to reach about 92% - 95% before February 28, 2014. The project will close on October 31, 2013 and a four month disbursement period was granted to process the final disbursement requests.
