57261 STATUS OF PROJECTS IN EXECUTION FY10 SOPE EAST ASIA AND PACIFIC REGION Samoa Operations Policy and Country Services OCTOBER 03, 2010 Introduction The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Progress toward achieving development objective(s): The project is making good progress toward achieving its development objectives, despite some delays caused by the devastating earthquake and tsunami that struck the island in September 2009. The project's two main implementing agencies, the Ministry of Natural Resources and Environment (MNRE) and the Land Transportation Authority (LTA), were heavily involved in the disaster relief and reconstruction efforts. Some earlier outputs of the project---such as Coastal Infrastructure Management plans, contracting arrangements for road maintenance by LTA, and Infrastructure Asset Management databases and maps-- -were used effectively by the government to rapidly assess damage and losses, complete recovery activities, prepare a strategy for longer-term reconstruction, and attract and coordinate post-disaster donor support. The project's investments and civil works are going well, though due to the disaster-related delays, the closing date was extended to allow their completion. This reform focuses on: (a) introducing competition and private participation in telecommunications and postal sectors; (b) advancing regulatory reform, and developing sector institutional capacity; and (c) extending access to basic communications, postal services, and information technologies. Progress toward achieving development objective(s): In FY10, the main milestones achieved under the project deal with the preparation of SamoaTel's privatization: the technical, financial and operational assessments, the legal due diligence, the valuation, and the sale strategy were prepared; the transaction advisors also advanced on the bidding and transaction documents. If the privatization is successful, it will increase the level of private participation in the sector, which is one of the main project's PDOs. The project was restructured, or received Additional Financing during FY 10 An Additional Financing Credit in the amount of US$3.0 million was approved in May 2010 for this project. The objective of this credit is the same as the original project, which is to improve the Recipient's effectiveness in managing and implementing the Program based on the use of results from sector performance monitoring. Progress toward achieving development objective(s): The Development Objectives are being met as expected. For example, the final report on the Demographic and Health Survey was completed and launched in June as planned. The results of the survey will continue to provide the baseline data to monitor progress against the project objectives.
