SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES This restructuring paper proposes a nine-month extension of the closing date of the RETF to Support Preparation of Priority Irrigation Investments in Uganda; financed under the Partnership for Support to the Implementation of Uganda's National Development Plan II Multi-Donor TF (TF073022); from June 2021 to March 2022. The main objective of the RETF is to support the preparation of a high-quality design for the Matanda irrigation scheme (4,500 ha), and additional safeguard documents of the Kabuyanda irrigation scheme (3,600 ha) in which are going to be constructed under the Uganda Irrigation for Climate Resilience Project, as well as to strengthen the related capacity of farmers and government staff in the conception and design of large schemes. The studies for the design for Matanda will include detailed topographic surveys, geological and geotechnical investigations, detailed structural and hydraulic designs for different structures of the irrigation system including water source works, detailed layout of the irrigation system, initial dam safety plans and construction plan; agricultural and value-chain development interventions; institutional design for sub-project/scheme implementation and O&M; detailed cost estimate, economic analysis; as well as preparation of bidding documents for the procurement of construction works for Matanda irrigation scheme. The grant is also financing the independent dam safety review panel (DSRP) responsible for reviewing the design of the Matanda dam and to ensure its safety. The Client mobilized separate resources to prepare safeguard instruments associated with the two priority irrigation schemes. However, an addendum is being prepared to the Kabuyanda ESIA, which necessitated additional studies which are funded by the grant. The studies are ongoing, but the progress was impacted by the election period. The Consultant has submitted a draft report which will be shared with the RSA for clearance. The involvement of the Client’s staff in the different stages of the design including the preparation of the safeguard documents is an opportunity for the capacity building of the staff both at the national, regional, and district level. In addition, the grant financed the capacity building of MWE and MAAIF staff to address knowledge gaps in modeling that were identified during the preparation stage. The contract for the preparation of the detailed design for the Matanda irrigation scheme was signed in February 2021. The work was awarded to an international firm based in India, Aarvee Associates Architects Engineers, and Consultants. However, due to the COVID 19 pandemic and the measures put in place to manage it, the consultancy team cannot travel to Uganda; and even in India, most of the team are working from home which has hampered the progress of the work. To address the challenges posed by the pandemic and the restrictions of travel, Aarvee has contracted a team of local experts to carry out the fieldwork. Due to the delays caused by the pandemic, the detailed design will not be completed by June 2021, necessitating an extension of the closing date of the trust fund. The proposed time extension of nine months is based on the scope of work needed to complete the design for Matanda, which will also affect the output from the Dam Panel of Experts. Therefore, the proposed extension will be critical to the achievement of the objectives of the grant. The Grant was approved on March 29, 2019; as of May 31, 2021, the activity had disbursed US$ 950,000, and all the money has been committed. Finally, the Task Team confirms that the requirements of OPS5.03-PROC.195 (Restructuring) have been met. Specifically as required under the OP: (i) the project objectives continue to be achievable; (ii) the performance of the Recipient continues to be Satisfactory; (iii) there are no outstanding audits or IFR for the Project; (iv) an agreeable action plan has been developed to complete the activity.
