No The World Bank Urumqi Urban Transport Project II (P148527) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Background 1. The US$140 million IBRD Loan for the Urumqi Urban Transport Project II (“the Project”) was approved on December 21, 2015 and became effective on May 26, 2016. The Project Development Objective (PDO) is to improve mobility in selected transport corridors in Urumqi. The project consists of four components: (i) Bus Rapid Transit (BRT) Corridors (US$226.95 million); (ii) Comprehensive Transport Information Management Systems (US$66.30 million); (iii) Public Transport Infrastructure (US$105.20 million); and (iv) Capacity Building (US$7.20 million). 2. This is the Project’s second restructuring. The project was first restructured in June 2017 for the following two changes: (i) updating the project costs; and (ii) revising the Disbursement Category to enable the IBRD loan to be used to finance all four parts of the Project. B. Project Status 3. Overall Implementation Status and Achievements to-Date. Progress towards achievement of PDO is rated Moderately Satisfactory and Implementation Progress is rated Moderately Unsatisfactory. The disbursement ratio is at 46.3 percent as of February 15, 2021. To date, 46.1 out of 51.7 kilometers of the BRT corridors have been completed. Over 516,000 people have gained direct access to the BRT corridors. In-vehicle travel speed on the BRT corridors have been improved substantially. Overall, the Project is on track to meet its PDO. However, due to earlier delays and multiple Covid- 19 outbreaks in Urumqi in 2020, project implementation and disbursement are behind the original schedule. The Project Management Office (PMO) is working closely with the municipal agencies to accelerate the implementation of the remaining activities. It is expected that all planned activities, except for one Public Transport Interchange funded by counterpart funds (explained in paragraph 12), will be completed by the Project closing date. The PMO has secured sufficient counterpart funding for the overall Project. 4. The PDO remains relevant to the World Bank Group’s Country Partnership Framework for China FY2020-2025 (Report No. 117875-CN), namely promoting greener growth for the engagement area 2.1: Facilitating transition to a low- carbon energy path. The Project is also in line with China’s latest climate goal pledged by President Xi at the UN Climate Ambition Summit – achieving carbon emission peaking in 2030 and carbon neutrality by 2060. 5. The implementation status of each component is as follows. The implementation plan for the remaining activities under the Project is provided in Annex A. 6. Component 1: BRT Corridors. This component includes (i) construction of BRT 4 Phase 1 and 2, BRT 6 and BRT 6 Branch; (ii) procurement and installation of BRT equipment and supporting system; and (iii) procurement of BRT buses. 7. Phase 1 of BRT 4 and BRT 6 have been completed and in operation since December 2015. BRT 6 Branch has been completed and in operation since July 2019. Urumqi PMO has decided to drop the construction of Phase 2 of BRT 4 from the Project, as most of its passenger demand has been met by Metro Line 1. Urumqi PMO has procured 112 buses for Phase 1 of BRT 4 and BRT 6 with counterpart funds. Some of the BRT buses that used to operate on BRT 1 and 3 have been The World Bank Urumqi Urban Transport Project II (P148527) re-deployed to the newly constructed BRT lines. The remaining activity under Component 1 is to upgrade the five temporary stations on BRT 6 Branch to permanent BRT stations, which is expected to be completed by November 2021. 8. Component 2: Comprehensive Transport Information Management System. This component includes: (i) development of the Urumqi Comprehensive Transport Information Management System (UCTIMS); (ii) installation of fiber optic cable network and traffic data collection equipment and development of a GIS-based transport data system; and (iii) upgrade of parking management system, GPS-based taxi onboard equipment and smart card system and installation of bus passenger counting system. 9. Urumqi PMO has completed the procurement of software development for UCTIMS and has issued the bid for UCTIMS hardware. It is expected that UCTIMS will be completed by October 2021. Installation of passenger counting equipment on buses have been completed. Upgrading of the GPS-based taxi management system is expected to be completed by May 2021. Procurement of supporting data collection and communications facilities as well as upgrading the parking management system started in February 2021 and are expected to be completed by December 2021. The delays under Component 2 are caused by Urumqi's new data storage requirement. In July 2019, Urumqi municipal government required that the new IT systems would not develop its own server room and the data should be stored and analyzed in the Urumqi Cloud Computing Center. As a result, all sub-components that originally included IT servers had to be re-designed. 10. Component 3: Public Transport Infrastructure. This component includes: (i) construction of a public transport hub at the South Square of the High Speed Rail (HSR) Station; (ii) construction of public transport terminals at Beijiao, Midong and the North Square of the HSR Station; and (iii) construction of two bus depots at Sangong and Midong. 11. The terminals at Beijiao, Midong and the North Square of the HSR station have been completed and are in operation. The bus depot at Sangong has been completed. The contract for the construction of the bus depot at Midong was terminated due to poor contractor performance. The rebid of the bus depot at Midong was completed in April 2020 and the new contractor is expected to complete the Midong depot by May 2021. 12. The public transport hub at the South Square of the HSR Station is delayed due to Covid-19 outbreaks in Urumqi in 2020. The entire public transport hub including its equipment installation is funded by counterpart funding and expected to be completed by June 2022. Nonetheless, the public transport hub consists of three separate areas (A/B/C); the transport function is located in area A and B only and is near completion. Area C is a 12-floor office building which will not impact the achievement of PDO or the indicators in the results framework. The Urumqi PMO will issue a bid for the equipment installation for area A and B separate from area C by May 2021. This will ensure that the transport-related function of the public transport hub is completed and put into operation by Project closure to meet the PDO and associated results indicators. Urumqi PMO sent a commitment letter on March 22, 2021 (see Annex B), indicating that (i) sufficient counterpart funding has been secured to complete all remaining activities, and (ii) all major works will be completed by December 31, 2021 and all works and equipment installation will be completed by June 30, 2022. Urumqi Urban Transport Investment Company has secured a commercial loan from the China Guangfa Bank to implement this public transport hub. The total cost is estimated to be RMB 396 million. A total investment of RMB 156 million has been made to date, and the Guangfa Bank has allocated the remaining RMB 240 million to the project. Works and equipment installation for Area C that are to be completed beyond the closing date is estimated to be about RMB 40 million (US$ 6.2 million equivalent). The World Bank Urumqi Urban Transport Project II (P148527) 13. Component 4: Capacity Building. This component includes public transport-related technical assistance (TA) studies, capacity building and training activities and project management consulting services. 14. Four of the eight TA studies have been completed, including the parking management study, the post evaluation of BRT corridors, the study on electric vehicle ID and Internet of Things and the bus route optimization study. Three TAs are under implementation, including project management, digitalized filing system and the public transport satisfaction survey. The remaining TA on Urumqi Transport Survey and its data analysis is under procurement. All TAs are expected to be completed by Project closure. 15. Environmental Safeguards. The Project triggered OP4.01 and a full Environmental Assessment was prepared. The Project has complied with environmental safeguard policies. All environmental and safety concerns have been addressed during project implementation through measures proposed in the Environmental Management Plan. Performance of environmental safeguards is rated Satisfactory. 16. Social Safeguards. The Project triggered OP4.12 and a Resettlement Plan was prepared. The Project has complied with social safeguard policies. All land acquisition and resettlement related to the Project were completed by August 2017. According to the external monitoring report, all affected people are satisfied. Four households affected by a linked project is still in transition period. They have been receiving transition fee as per the Resettlement Plan, and the permanent replacement housing is expected to be completed in December 2021. The Bank team will closely monitor the construction progress of the permanent replacement housing. Performance of social safeguards is rated Moderately Satisfactory. 17. Compliance. The Project has complied with World Bank procurement and financial management policies and procedures. There are no outstanding audits or audit qualifications. The Project has also complied with the legal covenants, with delays in one legal covenant related to the establishment of the Urumqi Comprehensive Transport Information Center (UCTIC). This delay was due to the government’s institutional reform in China which prohibited the establishment of new institutions in Urumqi until the end of 2019, after which UCTIC was established. C. Rationale for Restructuring 18. A formal request from the Ministry of Finance was sent to the Bank on February 7, 2021 to cancel the loan amount of US$50 million. In addition, a request from the Urumqi PMO was received on January 12, 2021, to (i) drop the implementation of Phase 2 of BRT 4 and cancel the procurement of the remaining BRT buses in the original procurement plan; and (ii) revise the Results Framework. Accordingly, this proposed restructuring includes: (i) cancellation of US$50 million of the IBRD loan; (ii) changes to the components and costs to reflect the revised scope; and (iii) revision to the Results Framework. 19. Loan Savings and Partial Loan Cancellation. The Project is expected to have loan savings from: (i) cancellation of the implementation of Phase 2 of BRT 4; (ii) using counterpart funding to procure 112 BRT buses and cancellation of the procurement of the remaining BRT buses in the original procurement plan; (iii) savings from competitive bidding; and (iv) currency depreciation of Renminbi (RMB) to US dollar. The cost estimate for Phase 2 of BRT 4 and BRT bus procurement is US$9.4 million in total. The signed value of contracts financed by the Bank is US$40.6 million lower than the allocated Bank loan at appraisal, as a result of competitive bidding. US$5.2 million Bank loan becomes unallocated due to currency The World Bank Urumqi Urban Transport Project II (P148527) depreciation. In total, US$55.2 million Bank loan becomes unallocated. Loan savings in the amount of US$50 million are thus proposed to be cancelled. US$5.2 million is kept under the project as contingency. Cancellation of the loan savings will not impact the achievement of the PDO. 20. Changes of Project Activities and Impact on PDO Achievement. Firstly, Metro Line 1 in Urumqi have been put into operation since 2019. As a result, the BRT and regular bus services need to be adjusted to make the overall public transport network more efficient. Phase 2 of BRT 4 (5.54 kilometer) under this Project runs in parallel to Line 1 and most of its passenger demand has been met by Line 1. Urumqi PMO has thus decided to cancel the implementation of Phase 2 of BRT 4. Cancellation of the 5.54-kilometer BRT section will reduce the number of Project beneficiaries, which is measured as number of people having direct access to the project-supported BRT lines. It will also reduce the target of total length of BRT lines in operation. Nonetheless, the travel demand of the residents along the corridor of Phase 2 of BRT 4 is being met. Regular bus services are available along the same road segment and Metro Line 1 is about 600 to 800 meters away. Secondly, after Metro Line 1 opening, BRT 1 and 3 that were completed previously by the government were downsized or cancelled. The BRT buses that used to operate on BRT 1 and 3 were re-deployed to the new BRT lines developed under the Project. The Project originally planned to procure 181 BRT buses with IBRD loan. Urumqi PMO has procured 112 BRT buses with counterpart funding and cancelled the procurement of the remaining BRT buses. This will not affect the achievement of the PDO since the current fleet size already meets the city’s demand. 21. Risk Assessment. The Project’s overall risk rating remains as Substantial as several project activities remain to be completed within the next 10 months. Implementation of some minor works and equipment installation of Area C of the public transport hub at the South Square of the HSR Station will be completed by June 2022 which goes beyond the project closing date. The Bank team will still be able to supervise these remaining activities during the preparation of Implementation Completion Report. For the public transport hub, the PMO sent a commitment letter on March 22, 2021 indicating that (i) sufficient counterpart funding has been secured to complete all remaining activities, and (ii) all major works will be completed by December 31, 2021 and all works and equipment installation will be completed by June 30, 2022. Also, there are no pending safeguards issues related to the public transport hub at the South Square of the HSR Station. The associated risks are thus moderate. The risk rating for Institutional Capacity for Implementation and Sustainability is Substantial. The Bank team will continue working closely with the PMO and require bi-weekly updates of the implementation progress of the remaining activities. The risk rating for Environmental and Social is Moderate. The Bank team will closely monitor the construction progress of the replacement housing, and the external resettlement monitor will continue independent monitoring, to ensure the safeguards actions are completed before the closing date. The risk rating for Sector Strategies and Policies is Moderate and will be decreased to Low as improving urban mobility continues to be a national and local priority. The risk rating of the Other category will be activated to reflect risks posed by the Covid-19. It is proposed as Moderate since Covid-19 outbreak may take place during the remaining implementation period and lead to citywide lockdown. The Bank team will closely monitor the Covid-19 situation in the city. II. DESCRIPTION OF PROPOSED CHANGES 22. Results Framework. The target value of one PDO-level indicator, its sub-indicator and two intermediate indicators will be revised. Main changes of the results framework and the respective explanation are summarized in Table 1. Under Component 1, BRT Corridors, the development of Phase 2 of BRT 4 (5.54 kilometer) will be cancelled. In addition, the number of BRT buses will be reduced from 181 to 112. Due to these cancellations, along with the competitive bidding results and exchange rate fluctuation, the total cost of the Project will decrease to US$396.16 million. Table 2 shows the costs by component after the first restructuring and the proposed revised costs with this restructuring. The IBRD loan amount allocated for Category 1 – Civil works, goods, non-consulting services, consultant services, Training and Workshops, and Incremental Operating Costs under Parts A, B, C and D of the Project – will be reduced from US$138.79 million to US$88.79 million. Detailed reallocation between disbursement categories are presented in Section IV. 25. Risk Rating. [2021] No. 44 Commitment Concerning the Completion of the Sub-project of South Square Bus Hub of High-speed Railway Station of Urumqi Urban Transport Project II on Schedule To the Leading Group Office of Urumqi Urban Transport Project: The Urumqi Urban Transport Project II invested and constructed by our company has obtained the project loan replacement funds of RMB 1.105 billion from China Guangfa Bank (CGB) in February 2021, of which RMB 396 million (including land acquisition and demolition fee) is planned to be used for the Sub-project of South Square Bus Hub of High- Speed Railway Station according to the proposed budget. Up to now, about RMB 156 million has been invested in this project, and the remaining project funds of about RMB 240 million have been in place in full. Our company has completed the main part of the bus hub and basement. According to the established construction schedule for 2021, we promise to complete the public transportation function construction task for this project before June 30, 2021, complete the civil works of the Dispatch Center Building on Plot C before December 31, 2021, and complete all civil works and equipment installation of this project before June 30, 2022. We hereby make the above commitment.
