Project Objectives [from section 2 of PCN] The project development objective is to assist Shandong Province to increase economic and social benefits to residents of Qufu and Zoucheng through enhanced cultural heritage preservation and tourism management, as well as improved infrastructure services. Selection of monitoring indicators will depend on the final project design. At this stage of project identification, the key indicators would likely include some or all of the following: - Improved condition of cultural heritage assets: percentage of preservation and protection projects performed; annual expenditure on preservation and protection. - Tourist satisfaction: average duration of stay; average expenditure per stay. - Economic benefits to local population: percentage of walled city residents engaged in tourist services; average annual per capita income of cultural tourism-related activities. Page 2 - Improved urban environment in historic cities: percentage of local residents with access to drinkable water sources, proper sanitation facilities, all-season roads, regular solid waste collection, and safe electricity connections; annual expenditure for O&M. - Regulations implemented: development control framework issued C. Project Description [from section 3 of PCN] Component A. Cultural Heritage Protection, Display and Presentation (approx. US$35 million; 29% of total project cost): A1. Upgrading Historic City Zone and Infrastructure (approx. US$82.0 million; 68% of total project cost): B1. Upgrading development demonstration of Ming Historic City B2. Restoration and rehabilitation of the Qufu city moat and Gupan Pond; B3. Rebuilding and renewal of Zoucheng Old City, including rehabilitation of urban section of the Yinli River and wastewater interception in Zoucheng Component C: Historic City Planning and Community Participation Program (approx. US$2 million; 1.5% of total project cost): C1- Historic City Planning: (i) Creation of "Handbook for Historic City Regeneration and Development Control in Qufu and Zoucheng Historic Cities"; (ii) Creation of "Handbook for Income Generation and Community Participation"; (iii) Creation of a "Management Plan for UNESCO World Cultural Heritage Site" (in application of the 1972 World Heritage Convention); (iv) Creation of a "Detailed Development Plan for Qufu Ming Historical City"; (v) Updating and consolidation of "Qufu Ming Historical City Conservation Plan"; (vi) Creation of "Qufu Ming Historical City Basic Infrastructure Network Design". C2- Community Participatory Cultural Heritage Protection and Cultural Tourism: Training of communities on traditional culture; skill training on production of tourism products and business operation; and support for cultural products marketing, product design and upgrading, in Ming Historic city, Zoucheng old city and Xishantou village. Borrower’s Institutional Capacity for Safeguard Policies [from PCN] Shandong Province has been a Bank client for several decades. The project management office (PMO) for this project is under the Shandong Provincial Cultural City Planning and Construction Office. Shandong Research Academy of Environmental Sciences (SRAES) has been engaged by the PMO to prepare the environmental safeguard documents. SRAES is accredited by the Ministry of Environmental Protection as a 'EA Certificate A Institute' and has been involved in preparation of EA documents for Bank-financed projects in various sectors, such as the EA documents for the recent Shandong Forest Project and the Second Shandong Environment Project. The PMO hired the Shandong Construction Development Academy as the PMO's Social Consultant team. The Academy has experience in Bank Social Safeguards implementation, but it has limited experience in the preparation of safeguards documents. The Academy will strengthen its professional team by hiring another more experienced senior social consultant to support the preparation of the social safeguards documents. F. SAFEGUARD POLICIES THAT MIGHT APPLY Safeguard Policies Triggered Yes No TBD Environmental Assessment (OP/BP 4.01) X The proposed project is expected to have a positive impact on the environment through infrastructure improvement in selected historic urban areas in Qufu and Zoucheng Cities of Shandong Province, while promoting economic development by enhancing the economic benefits of citizens in participating cities through cultural heritage preservation and sustainable tourism development. Component 2 includes some civil works. Limited local impact on the environment may result from construction of small scale infrastructure and facilities. All activities under Component 2 would be screened and appraised with a view to minimizing adverse environmental impacts. An environmental management plan (EMP) would be included in the bidding documents and construction contracts before construction starts, for all activities under component 2 of the project. Therefore, based on above, this policy is triggered and EA and EMP need to be prepared mainly for Component 2. Since the expected positive environmental impacts of the project and the size of the investment in each site would not be large, the EA Category is proposed a "B". Through discussion with the client and their EA consultant, it was agreed that one single EA document and one EMP will be prepared to cover all proposed components in two cities according to national policy and regulation as well Bank's policy. In addition to use EA and EMP as instrument to assess the direct and indirect environmental impacts that may raised from tourism development, the project will address environmental issues through all project components such as C (1) historical city planning and C (2) Participatory Cultural Heritage Protection and Cultural Tourism, and the technical assistance component (D) Page 4 Safeguard Policies Triggered Yes No TBD including environmental education and awareness promotion program. Natural Habitats (OP/BP 4.04) X Based on the information available and the site visit, there are no significant natural habitats found in the proposed project areas. However, the EA consultant is required to do a screening as early as possible in the EA preparation to confirm this understanding. Forests (OP/BP 4.36) X Based on current information available, the proposed project components are not located in forest areas. Therefore, the policy is not triggered. Pest Management (OP 4.09) X The proposed project will neither procure pesticides and nor will it result in increased use of pesticides. The policy is not triggered. Physical Cultural Resources (OP/BP 4.11) X One of the key objectives of the project is to protect the cultural heritage and the policy is triggered because Component 1 addresses crucial issues to preserve valuable cultural heritage of Confucianism and, in addition, there will be infrastructure development in or near these sites.. In the EA process, related information will be checked and assessed, and an appropriate mitigation and management plan will be proposed as part of the EA. In the process, the Culture authority will participate and provide all required information and the guidance. In addition, there will be a physical cultural resources management plan to be prepared in project preparation. The TT has included a PCR specialist in the team. Chance finding procedures for infrastructure works will be needed to be included in bidding documents and contracts for all civil works. Indigenous Peoples (OP/BP 4.10) X The social specialist visited the project area to conduct a screening to determine whether ethnic minority peoples are present in, or have collective attachment to, the project area. Both Qufu and Zoucheng are mainly Han populated cities and have no ethnic minority communities in the project area. The SS concludes that no ethnic minority communities are present in, or have collective attachment to the project area. Therefore, the policy is not triggered. Involuntary Resettlement (OP/BP 4.12) X Based on the site visit and primary project proposal, land acquisition and structure demolition caused by the project construction will be unavoidable. The main involuntary resettlement impact will include house demolition, shop closure, removal of public facilities, and temporary land taking during construction. Therefore, the Bank's Social Safeguards policy on Involuntary Resettlement will be triggered and Resettlement Action Plans for Qufu component and Zoucheng component will be prepared by the client in both English and Chinese. Detailed resettlement impact inventory and identification of any potential linkage project will be carried out during RAP preparation.
