Following approval by GPE, CERP was approved by the World Bank Regional Vice Presidency on 19th August 2020 and became Effective on 8th December 2020. Implementation had already made progress before this date, as a result of the project’s retroactive financing clause according to which withdrawals of up to 40 percent of the project value can be made against activities conducted after March 31, 2020 as long as these are implemented in line with World Bank procedures. The Government has distributed 40.6 million face masks for students (2 per student). The Government, through Regional Education Bureaus (REBs), has also completed a range of other activities including: (1) Content has been developed and regionally adapted for radio and TV distance learning, and broadcast in all regions; (2) A training manual has been developed for 5/27/2021 Page 1 of 6 The World Bank Implementation Status & Results Report Ethiopia: COVID-19 Education Response Project (P174206) training of teachers in accelerated learning to support catch-up of learning loss once schools reopen and orientations on the manual completed at school level; (3) schools have been provided with water, sanitation and hygiene (WASH) materials and health and personal protective materials, disinfectant, sanitizer, portable handwashing stations, and water tankers. The MoE has submitted partial documentation of procurement activities completed since March 31, 2020 to the Bank on 18th of May 2021 and requested for the disbursement of the 40% of retroactive financing. However, there is a need for improved documentation of procurements for activities completed by REBs. As a result, this is an interim ISR and a full update will be provided following the next Implementation Support Mission scheduled after the General Elections.
