Amendment No. 2 to the Administration Arrangement between the United Kingdom of Great Britain and Northern Ireland, acting through the Department for International Development, and the International Bank for Reconstruction and Development and the International Development Association regarding the Systems Approach for Better Education Results Umbrella Facility (SABER-UF) Multi-Donor Trust Fund (TF No. 072554) 1. Reference is made to the Administration Arrangement between the United Kingdom of Great Britain and Northern Ireland, acting through the Department for International Development (the “Donor”) and the International Bank for Reconstruction and Development and the International Development Association (collectively, the “Bank” and together with the Donor, the “Participants”) regarding the Systems Approach for Better Education Results Umbrella Facility (SABER-UF) Multi-Donor Trust Fund TF No. 072554 (the “Trust Fund”) effective as of February 24, 2016 (the “Administration Arrangement”). 2. The Participants mutually decide to amend the Administration Arrangement as follows: (a) Section 1 (Objectives) and 2 (Activities) of Annex 1 of the Administration Arrangement are deleted and replaced with the following: “1. Objectives The objective of the Trust Fund is to enhance and extend the SABER initiative, which was formulated to help developing countries accelerate learning for all by strengthening education system policies and institutions using innovative, standardized, and comparable analytics built on research, evidence, and cross-country experience within a public goods framework. 2. Activities The activities to be financed by the Trust Fund are: 2.1 Bank-executed activities, for which the Bank has implementation responsibility: (i) Global Program: Development and maintenance of, and provision of technical assistance in relation to, tools/dashboards that build on existing SABER tools, including an education policy dashboard to assess the capacity and performance of the education system in client countries and to strengthen SABER’s efforts in capturing learning outcomes and the measurement of socioemotional skills. (ii) Country Program: Supporting client countries in the deployment of the tools/dashboards developed under the Global Program at the country level to improve education system performance to achieve better outcomes, through the collection and validation of data, production and dissemination of webdata, policy dialogue, country-based and regional capacity development, expansion of learning assessment coverage, and upstream support based on international good practices to inform the design of reforms, programs, or projects. (iii) Program management and administration activities for the Trust Fund, including but not limited to, supporting any program governance arrangements and Trust Fund related meetings; planning and executing work plans and budgets; managing communications and conducting outreach; disseminating lessons learned; reporting on progress; and monitoring and evaluating the program.” (b) Paragraph 6.1 of Annex 2 of the Administration Arrangement is deleted and replaced with the following: “6.1 It is expected that the funds deposited in the Trust Fund will be fully disbursed by the Bank by December 31, 2023 (the “End Disbursement Date”). The Bank shall only disburse funds deposited in the Trust Fund for the purposes of this Administration Agreement (other than returns to Donors) after such date to the extent such date is changed in accordance with amendments made to the Administration Agreements of all the Donors. Following the End Disbursement Date, the Bank shall return any remaining balance of the Trust Fund to each Donor in the Holding Currency in the manner specified in its respective Administration Agreement on a pro rata basis with regard to the total funds deposited in the Trust Fund by such Donor relative to the total funds deposited in the Trust Fund by all Donors, all calculated as Holding Currency amounts.” 3. All other provisions of the Administration Arrangement will remain the same. 4. Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter into this Amendment and act in accordance with these provisions.
