The primary beneficiaries of the Project are the Pacific island regulatoryinstitutions. Indirect beneficiaries will include consumers, businesses (including telecommunications operators), government agencies, researchers/academia and communities receiving improved ICT services as a result of enhanced regulatory outcomes. Following the Mid-Term Review, including consultations with the Project Steering Committee the USP and the World Bank agreed that a restructure and streamlining of the Project should be considered as follows. The USP will send a formal request for restructuring to the World Bank. Revised Component 1: Regional ICT Capacity-building and Technical Support (US$4.5 million)--consolidating Original Components 1 and 2. This is based on the work program as approved in August 2017 by USP, the Steering Committee and the World Bank. The component will finance consultant services, training/workshops, and associated costs based on ICT regulatory priorities. This component will also support strategic collaboration with other organizations to deliver knowledge products and services within the scope of the work plan, specifically with the International Telecommunications Union (ITU), the Pacific Islands Telecommunications Association (PITA), Asia-Pacific Telecommunity (APT) and the Global System for Mobile Communications Association (GSMA). The Regional Advisory component will be discontinued. Revised Component 2.
