  LETTER OF SECOND AMENDMENT TO THE ADMINISTRATION
    AGREEMENT FOR THE CO-FINANCING OF THE LIBERIA
         COMMUNITY EMPOWERMENT PROJECT II
                              (Trust Fund Number TF071042)
                           (Addendum No. 2 - FED/2008/197313)


The following provisions of the Administration Agreement for the Co-financing of the Liberia
Community Empowerment Project II concluded between the Contracting Authority and the
Beneficiary on 11 December 2008 (the "Agreement"), as amended 17 September 2010, are
hereby amended as follows:

Article 3 : Completion date

It is expected that the Grant funds will be fully utilized in accordance with the provisions of
this Administration Agreement by December 31, 2012. IDA shall only disburse the Grant
funds for the purposes of this Administration Agreement after such date upon approval of the
Commission.
