Summary Description of Proposed Project [including overview of Country, Sectoral & Institutional Contexts and Relationship to CPF] The 'Statistical Innovation and Capacity Building in Tonga' project will work with the client country to address data deprivation by improving welfare data collection and building the capacity of the Tonga Statistics Department. D. Environmental and Social Overview D.1. Project location(s) and salient characteristics relevant to the ES assessment [geographic, environmental, social] The Project will provide financing for the conduct of the next two rounds of the national households income and expenditure survey (HIES), which will take place in 2020-21 and 2024-25; specifically this includes operational costs of Nov 01, 2019 Page 2 of 7 The World Bank Statistical Innovation and Capacity Building in Tonga (P171377) the survey, including hiring a Resident Adviser; wages for consultants hired as supervisors and enumerators, supervisor and enumerator training, travel and accommodation, and procurement of hardware and software for data collection and analysis. The questionnaire design updates above will include, at the minimum, the collection of data that enables sex-dis-aggregated analysis on poverty, welfare, individual-level information on employment/labor market outcomes as well as some human capital indicators. These and other efforts will provide decision-makers with better information about the nature and scale of the social and economic barriers, particularly for women and girls, and will inform policies to close gender gaps and track progress on gender-related interventions. Capacity building component will be implemented through the resident adviser and will include delivery of training, mentoring, peer to peer learning. The project will not involve any physical works. D. 2. Borrower’s Institutional Capacity The project will be implemented in Tonga and forms part of a regional initiative, including Kiribati and the the Statistics for Development Division of the Secretariat of the Pacific Community (SPC-SDD). Given the E&S risks associated with the Project are low, Borrower capacity to implement the ESCP is considered adequate. In addition, support is available from the safeguard adviser in the Bank supported Central Implementation Unit. II. SUMMARY OF ENVIRONMENTAL AND SOCIAL (ES) RISKS AND IMPACTS A. General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: The project is not expected to result in any negative E&S issues. The project could have positive impacts through collection of data to inform Government policy and decision making for all beneficiaries including vulnerable groups. The main beneficiaries of the project are the Tonga Department of Statistics and various stakeholders that use the HIES data for policy making and research. Impacts to vulnerable groups are not anticipated. The methodology and approach taken to data collection, analysis and storage will need to be clearly communicated to all relevant stakeholders. A stakeholder engagement plan (SEP), commensurate to the projects risks, will be prepared a minimum of 1 month prior to the commencement of any survey or data collection activities, which is expected to take place in 2020-21 and 2024-25. The SEP will take the need of any vulnerable groups into consideration and identify additional measures required to ensure their ability to participate. The SEP will also include a grievance mechanism. B.2. Specific Risks and Impacts A brief description of the potential environmental and social risks and impacts relevant to the Project. ESS2 Labor and Working Conditions A labor management plan will be prepared prior to hiring any workers or contractors on the Project and will set out how the project will meet the requirements of ESS2. The number and type of workers is unknown and will depend on collection methodology, sample size, and analysis and distribution needs. This will be determined once the project is in implementation. The survey will not take place until end 2020 at the earliest and thus it is considered appropriate to delay this requirement until implementation/further information is known. The ESCP describes the preparation of the LMP including required content, which will be incorporated into worker contracts and terms of conditions. The OHS risks on the project are considered low, though the ESCP includes the requirement to report any incidents to Public Disclosure the Bank; and worker and community safety will be incorporated into the survey implementation methodology and training. ESS3 Resource Efficiency and Pollution Prevention and Management Use of natural resources, generation of emissions and waste, and significant GHG production are not anticipated. ESS4 Community Health and Safety Community safety will be addressed in training provided to survey data collection contractors. The SEP will also include provision of information on how the data will be collected including how participants and others can seek information, advice or make a complaint. No community health and safety issues are expected through project activities; nor will activities affect ecosystem services. ESS5 Land Acquisition, Restrictions on Land Use and Involuntary Resettlement No land impacts are anticipated and involuntary land acquisition is not anticipated.
