No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Background 1. The development objective of the Forest Carbon Partnership Facility (FCPF) Capacity Building on REDD+ for Southern Civil Society Organizations and Local Communities in East Asia and the Pacific Region Project is to strengthen: (i) the knowledge of southern civil society organizations and local communities of REDD+ Readiness at the national level; and (ii) knowledge exchange at the regional level. It is financed under the FCPF Capacity Building Program Phase 21, which was set up to ensure the active engagement and participation of REDD+2 relevant stakeholders, including CSOs and local communities (LC) from FCPF participating countries in the Latin America and the Caribbean (LCR), sub- Saharan Africa and Asia-Pacific regions. 2. The Grant No. TF-A5386 for the project was approved on July 20, 2017 and became effective on July 31, 2017. The project is financed by a small Recipient Executed Trust Fund of US$530,111 and is implemented by the Asia Network for Sustainable Agriculture and Bioresources (ANSAB), which is a prominent CSO based in Kathmandu, Nepal. The beneficiaries of the project are civil society, LC and their representative organizations in FCPF eligible countries in the East Asia and Pacific (EAP) region, namely Fiji, Papua New Guinea, Vanuatu and Vietnam, which participate in national- level activities through a competitive sub-project mechanism under component 1 of the project, and regional learning and exchange activities under Component 2. 3. This restructuring paper seeks Regional Vice Persident (RVP) approval of a no-cost Closing Date extension from December 31, 2019 to June 30, 2020. 1 Phase I of the CBP (2008-2015) funded 29 projects in Asia-pacific, LCR and Africa (including two global projects), with a total allocation of over US$1.7 million, supporting awareness-raising workshops, publication of training manuals and capacity building activities. Proposals for capacity building activities were processed through the World Bank’s general corporate procurement system where IPs and CSOs were selected and contracted as consultants to carry out specific capacity building activities. 2 REDD+ stands for countries’ efforts to reduce emissions from deforestation and forest degradation, and foster conservation, sustainable management of forests, and enhancement of forest carbon stocks. During the last implementation support mission to the project in June 2019, the World Bank team confirmed that the project was on track to achieving its targets by the Closing Date of December 31, 2019. The progress towards achievement of the PDO and the overall implementation progress since effectiveness have been rated satisfactory. The project’s disbursement rate is 85 percent as of November 5, 2019, in line with the disbursement estimates. 5. Under Component 1 (National Capacity Building and Awareness Raising), three sub-projects have been financed: two in Bhutan, two in Vietnam and one in Fiji. These capacity building sub-projects have developed and disseminated 7 knowlede exchange products to beneficaries at the community and national levels, exceeding the target of 4. The sub-projects’ details and the knowledge products they developed and disseminated are available in Annex 1, and further information is available on the project’s webpage. A central feature of the sub-projects has been close engagement with national REDD+ agencies in sub-projects’ planning and implementation. To-date, 4 such meetings have been carried out, reaching the end-of-project target. 6. Under Component 2 (Regional Exchange and Sharing of Lessons Learned), the project financed a preparatory/launch workshop for the sub-projects in June 2018 where selected CSOs presented their activities, received information on sub-project monitoring and evaluation (M&E) and reporting requirements, received training on new REDD+ topics and became more familiar with ANSAB. The project also conducted a lesson learned workshop in August 2019 for the sub-projects’ implementing CSOs and representatives from CSO platforms from all the 11 FCPF countries in Asia-Pacific and a report was produced by a consultant along with a video. Finally, the project’s webpage was established and is being maintained with project and REDD+ related information. The project is on track to deliver five regional knowledge products. 7. Under Component 3 (Management, M&E and Reporting), the project Secretariat has been properly equipped and staffed, and progress reports have been submitted in a timely and quality manner. ANSAB maintains a grievance redress mechanism which includes a webpage, which contains an explanation of the mechanism and provides contact details for grievances. Its staff also has explained and reiterated to sub-project recipients the importance of recording and communicating feedback of beneficiary communities. To-date, only one issue has been noted which relates to a communication with a CSO which had not been selected as a recipient of a sub-project due to its international nature. The issue was resolved in an amicable manner by ANSAB. 8. The total number of project benificiaries is presently 1,172, above the 800 targeted. Of those reached, 47.2 percent are women, above the 40 percent target. Beneficiary feedback is above target (presently 92 percent compared to a target of 80 percent). 9. The project does not trigger any safeguard policies and is in full compliance with the legal covenants which includes the: Maintenance of a Mangement Committee, Maintenance of a Regional Advisory Committee, and Maintenance of a Secretariat. Interim Unaudited Financial Reports and external audits have been submitted in full and on time (no pending audits). The project does not trigger Paragraph 12 of Section III of the Investment Project Financing (IPF) Policy. The restructuring responds to a request by indigenous peoples (IPs) and civil society representatives in the three regions for additional capacity building activities on REDD+ to reach additional communities and allow IPs and CSOs to pilot key elements of national Emission Reduction Programs (ERPs). The representatives from the Asia-Pacific region expressed this request during a Regional Dialogue for IPs and Civil Society Organizations (CSOs) carried out by the World Bank in September 2019 in Bangkok. The Closing Date extension will keep the project active while the Parent TF is extended with additional resources, at which point an Additional Financing of US$250,000 and a Closing Date extension of an additional 24 months (until June 2022) will be be submitted for RVP approval. II. DESCRIPTION OF PROPOSED CHANGES 11. The original Closing Date of December 31, 2019 will be extended by 6 months to June 30, 2020. The new End Disbursement Date will be October 30, 2020. III. Annex 1: Summary of Sub-Projects Fiji: “Building Capacity for Fiji’s CSOs and LCs to Actively Participate in the Fiji National REDD+ Readiness Programme”, executed by Grace TriFam Ministry (GTM). The Fiji sub-project carried out capacity building training workshops with 981 participants (male: 196 and female: 785) in 10 districts with six in mainland communities (Dawasamu, Lekutu, Wailevu, Naqaliyalatina, Tokaimalo, Naboubuco and Naqarawai) and four (Bureta in Ovalau, Nasau in Koro and Solotavui in Lakeba) in maritime levus/islands. It also developed a video clip on REDD+, and an organizational website. Vietnam: “Promoting Adaptive Collaborative Management Approach (ACMA) through strengthening capacity and participation of Vietnamese CSOs and local communities in REDD+ process in Vietnam”, executed by PanNature. The PanNature sub-project conducted training workshops for 394 local community members (male: 201 and female: 193). In addition, one communal consultation with local women, two village community consultations, 10 in-depth interviews with householders and two interviews with the village leaders were carried out. These workshops and consultations were very useful in developing Capacity Building Needs Assessment (CBNA) and finding the gaps between what they should know and what they currently know. PanNature also developed two training packages: (i) for local grassroot CSO representatives on REDD+/ACMA, Socio-Environmental Safeguards (SESA), and Free, Prior and Informed Consent (FPIC) or social aspects of forest governance monitoring, and (ii) for LCs, especially for forest smallholders, on participatory forest governance monitoring and sustainable livelihood options. PanNature collaborated and shared their ideas with the National FCPF Program and other REDD+ capacity building program sub- project implementers. Moreover, PanNature shared its stories and approach to the Mekong region CSO networks, with both having shown keen interest in the promotion and implementation of the participatory forest governance monitoring (PFGM) system. Vietnam: “Empowering CSOs and LCs to effectively participate in the implementation of Vietnam’s Emission Reduction Program (ERP)”, executed by Sustainable Rural Development (SRD). The sub-project conducted a training of trainers workshop for the 31 staff of CSOs/community-based organizations/social organizations from 6 Northern Central Coast provinces, and developed ‘trainers’ for subsequent training workshops for the LC in 5 provinces, including Ha Tinh, Thanh Hoa, Nghe An, Quang Tri and Hue. In total, SRD trained 396 community people (male: 229, female: 167). The outcomes of the sub-project were: (1) review of three potential forest monitoring methodologies and selection of the terra-i (software) method, which tracks satellite images every 16 days; and (2) participation in nine REDD+-related dialogues/meetings, eight at provincial level and one at national level. In total, 80 people participated in the meetings/dialogues. SRD effectively sensitized the provincial authorities about forest change situations and agreed on action plans for forest change monitoring. Several of the recommendations were discussed also with the central government.
