          Additional Instructions: Disbursement and Financial Information Letter
                  Second Amendment of the Letter dated October 7, 2019


        I refer to the Financing Agreement between the Federal Republic of Somalia (the
“Recipient�) and the International Development Association (the “Association�) for the above -
referenced Project and dated October 8, 2019 . I also refer to the Recipient’s letter, dated October
11, 2021, requesting the Association to increase the ceiling of the Designated Accounts DA-A and
DA -B under the Project. The General Conditions, as defined in the Financing Agreement, provide
that the Recipient may from time -to-time request withdrawals of the Grant amounts from the Grant
Account in accordance with the Disbursement and Financial Information Letter, and such
additional instructions as the Association may specify from time to time by notice to the Recipient.

        I am pleased to inform you that the Association concurs to your request and hereby sets the
ceiling of the Designated Accounts as follow: DA -A: USD 500,000 and DA -B: USD 3,000,000.

        This letter constitutes the second amendment to the DF IL dated October 7, 2019. All other
provisions of the DFIL, except as amended herein, shall remain in full force and effect.
