Amendment to the Memorandum of Understanding between Government of the 
United Kingdom of Great Britain and Northern Ireland, acting through the 
Department for International Development (DFID) and the International 
Development Association concerning the Multi Donor Trust Fund For Sierra 
Leone: Institutional Reform and Capacity Building Project (TF No. TF070471) 
 
Dear Mr. 
O’Neill: 
 
1. 
We refer to the Memorandum of Understanding between the Government of the 
United Kingdom of Great Britain and Northern Ireland, acting through the Department 
for International Development (“DFID”) (the “Donor”) and the International 
Development Association (“IDA”) (the “Bank”) regarding the Multi Donor Trust Fund 
for Sierra Leone: Institutional Reform and Capacity Building Project’s Part A – 
Decentralization and Capacity Building and Part D – IRCBP Coordination (TF070471) 
(the “Trust Fund”) effective on March 24, 2006, as amended (the “MoU”). We refer also 
to the recent discussions between the Bank and the Donor regarding the proposed 
amendments of the MOU. 
 
Accordingly, we propose to amend the MOU as follows:   
 
1. 
Paragraph 2 of the MOU is amended to read as follows: 
 
“The Project will be deemed to have commenced as of 
April 1, 2006, 
and will 
end on
 June 30
,
2011, unless otherwise accepted by the Donor and IDA.” 
 
2. 
Paragraph 9.1 of Annex 1 to the Agreement is amended to read as follows: 
 
“9.1. 
It is expected that the Contribution funds will be fully disbursed by IDA in 
accordance with the Provisions of this Agreement by 
December 31, 2011
,
IDA 
shall only disburse Contribution funds for the purposes of this Agreement after 
such date with written approval of the Donors.” 
 
3. 
Paragraph 4 of Annex 1 to the MOU is amended to read as follows: 
 
“4. 
Additional In-Country Supervision and Monitoring

IDA will charge to the MDTF, up to an amount of United States Dollars 
848,800.75
,
the actual costs for additional in-country supervision and monitoring 
incurred by IDA.  The following expenditure categories will be eligible for that 
purpose: Short Term Consultants, Travel Expenses (Bank staff and consultants), 
and Media and Workshops.” 
 
All other terms of the MOU shall remain the same. 
 
The Bank will disclose this MOU and related information on this Trust Fund in 
accordance with the World Bank Policy on Access to Information. By entering into this 
Agreement, the Donor consents to disclosure of this Agreement and related information 
on this Trust Fund. 
 
Please confirm your acceptance to the foregoing, on behalf of the Donor, by signing and 
dating the two originals, retaining one original for your records and returning the other 
original to the Bank.   
Pursuant to the provisions of the Arrangement, which require agreement by all the donors 
contributing to the MDTF (Donors) of any amendment to Annex 1 to the Agreement, a 
similar letter to this one is being sent to the other Donor.  This amendment letter will take 
effect upon receipt by the World Bank of a countersigned copy of such letter from each 
of the Donors.  The World Bank will promptly inform you when it has received all such 
countersigned copies and the above amendments have entered into effect.
