No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Overview 1. The Productive Social Safety Nets Project (PSSNP) was approved on June 19, 2012. Its objective is to provide income support to vulnerable groups and to lay the foundations of a social safety nets strategy by testing some of the building blocks necessary for a larger system. The project comprises four components: (a) a labor intensive public works with a focus on women and youth and life skills development; (b) a cash transfer to protect human capital; (c) support to project coordination and institutional capacity building; and (d) prevention and response to the Ebola Epidemic. The latter component was added as part of an additional financing that the project received in November 2014 (IDA Grant 1210 and EETF Grant A2454) to scale up, which brought the total project envelope to US$43.22 million. B. Project Status 2. The PSSNP became effective one year after approval on February 14, 2013 due to delays on the part of the government in meeting the effectiveness conditions. The operation was restructured in late 2013 to simplify the technical design of the components to be financed by the grants, and address bottlenecks in implementation. The onset of the Ebola Virus Epidemic in 2014 caused an additional delay in the implementation of the pilot conditional cash transfer programs. 3. Following the 2013 restructuring and as the project implementation team developed strong familiarity with WB procedures and guidelines, the project performance improved significantly. Currently, the PSSNP is rated Moderately Satisfactory for Progress towards achieving its Project Development Objective and Moderately Satisfactory for Overall Implementation Progress (last Implementation Status Report, February 2017). The average disbursement rate is 68 percent (87 percent for initial IDA grant no. 7820; 100 percent for Trust Fund no. 18255; 31 percent for IDA grant no. D1210 and 46 percent for ERRTF grant no. A2454). The Fiduciary ratings are currently Moderately Satisfactory for procurement, Satisfactory for Safeguards and Moderate Satisfactory for Financial Management. Key recommendations of the latest Financial Management supervision mission include the implementation of the changes proposed through this restructuring. All legal covenants have been met. Rationale for restructuring 4. The proposed restructuring is motivated by key changes in the project environment since the approval of the initial grant in June 2012: The World Bank Productive Social Safety Net Project (P123900)  Institutional changes that have impacted the project’s governance. The implementing agency of the project was initially placed under the Permanent Secretariat of the Poverty Reduction Strategy (SRP), which was then anchored in the Ministry of Economy and Finance. After a government reshuffling in 2016, the SRP was transferred to the Ministry of Planning and International Cooperation (MPIC) who demonstrated stronger ownership of the Safety Nets Project. On March 17, 2017, the MPIC issued Decree A/2017/1089/MPCI/CAB to revise the membership of the steering committee of the project and the reporting arrangements of the project. An amendment of the definition of the Steering Committee under the relevant grant/financing agreements will reflect these changes.  Depreciation in the exchange rate SDR/USD, which creates the risk of the project overcommitting. As of March 2017, the project envelope has been reduced by more than US$3.25 million due to currency fluctuations. This limits the intended scope of the intervention, and creates a risk of the project not achieving all its initial target indicators. A revision of the results framework to adjust these target values is expected to address this issue. The revision will also help clarify the formulation of some indicators, and improve project performance in monitoring its results. 5. The restructuring provides a key opportunity to capture better and measure project impact on key World Bank regional and corporate strategic priorities (the Early Years Agenda and the promotion of good government in Investment Finance Operations). II.DESCRIPTION OF PROPOSED CHANGES 6. The proposed restructuring entails: (a) an extension of the closing date of the initial grant; (b) a revision of the results framework to update target values and clarify some indicators; and (c) an amendment of the Grant/Financing Agreements to reflect institutional changes in the operating environment.  Extension of closing date. As indicated above, the delay in project effectiveness along with the onset of the Ebola crisis in 2014 had caused the cash transfers and the Labor Intensive Public Works (LIPW) financed under the original grant (H7820) to start with an operational delay of approximately 12 months. Through this restructuring, the closing date of the original grant will be extended from October 2, 2017 to September 30, 2019 to align it with the closing date of the most recent additional financing (IDA D1210). This will enable the project to undertake all planned activities and fully disburse its remaining balance of US$976, 000.  Revision of the results framework. Previous implementation support missions have noted the need to simplify the results framework and revise the formulation of some results indicators for clarity and consistency in reporting. The number of PDO level indicators would be reduced with some indicators being consolidated and/or moved as intermediary indicator A more specific formulation was proposed as needed. In addition, WB corporate and regional guidelines were recently updated to recommend a list of key indicators that can help capture the development impact of projects on WB strategic priority areas. Two PDO level indicators were added to measure the impact of the project on the Early Years agenda and on promoting transparency and good governance. Finally, while some indicators were formally changed at last Additional Financing they were not reflected in the revised result framework  Amendment of the Financing Agreement: The financing agreement of all relevant IDA and TF grants will be revised to reflect the new institutional anchorage of the project. The amendment will also reflect the recent revision by the Government of the composition of the steering committee of the Safety Nets Unit, which is responsible for the implementation of the Safety Nets Project.
