Dear Sirs and Mesdames:
In reference to the provisions of Section 1.01 and Parts A.2 of Sections I and 
II of Schedule 3 to the Development Credit Agreement (Cultural Heritage Support 
Project) of even date herewith between Azerbaijan Republic (the Borrower) and 
International Development Association (the Association), we agree that, unless 
otherwise notified by the Association, "Participating Countries" shall mean all 
countries members of the Association other than the countries listed in the attachment 
hereto, which shall not be considered as "Participating Countries" for purposes of the 
Credit.
