50740 STATUS OF PROJECTS IN EXECUTION ­ FY05 SOPE REGION: LATIN AMERICA AND THE CARIBBEAN COUNTRY: COLOMBIA Operations Policy and Country Services SEPTEMBER 23, 2005 Report on the Status of Projects in Execution - FY05 Region: Latin America and the Caribbean Country: Colombia Introduction The Status of Projects in Execution (SOPE) Report for FY05 provides information on all IBRD/IDA projects that were active on and beyond June 30, 2005. Thus it bridges the gap in information available to the public between the Project Appraisal Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. Now, in accordance with the Bank's revised disclosure policy, the SOPE Report is also available to the public. By publishing this improved report, we have addressed one of the main concerns we heard from the public during disclosure consultations ­ that the public has very little access to information on projects while they are being implemented. Readers familiar with past reports will note that projects that closed during the fiscal year are no longer included in the SOPE, since their Implementation Completion Reports are now also disclosed. The FY05 SOPE introduces a new element: in order to disclose project-by-project comparisons of disbursement estimates and actual disbursements, the SOPE report contains a line chart1 showing the original estimated disbursement schedule, the latest approved revised schedule (if any) and actual disbursements for investment operations and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: · Amounts for Projects in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. · Disbursement graphs are not included for Development Policy Loans, which provide quick- disbursing external financing to support policy and institutional reforms. Progress toward achieving development objective(s): There has been meaningful progress toward achievement of the objectives and implementation is advancing well. The expansion of the water supply system and the sewerage system in the Cienaga basin were completed. The water supply works for the North Zone are now under construction with project financing due to savings in expansion of the water supply system. The water and sewerage services and the sanitary conditions of the city's poorest population have improved as noted by the following indicators: (a) the total water coverage in the city increased from 80 to 99 percent; (b) continuity of the water supply service went up to 24 hours per day in the entire city; (c) the total sewerage coverage increased from 68 to 80 percent; and (d) about 400,000 inhabitants benefited from project activities. The implementation of the wastewater management system, including the submarine outfall, has suffered delays due to the lengthy authorization of an environmental license for these works. There are four contracts in process: (a) the Paraiso pumping station; (b) the onshore pressure pipeline; (c) the wastewater treatment plant; and (d) the submarine outfall. Progress toward achieving development objective(s): The project is currently promoting and financing the implementation of different education models in twelve states to expand coverage at the basic education level through strategic alliances among the Ministry of Education, local Secretariats of Education, municipalities and the private sector. The project continues to advance on achieving, and in several cases, surpassing the development objective. Despite the internal conflict directly affecting most of the targeted municipalities where the project is implemented, the Ministry of Education has been able to execute the project in a very successful manner. Its components are integral part of the actions promoted by the current Administration and it has been institutionalized at the central, departmental and municipal levels. Progress toward achieving development objective(s): Ten subprojects in support of the objective with a total value of approximately US$2.8 million were approved by the Executive Committee of the Multilateral Fund and Sub-grant Agreements were signed. Nine of these subprojects are completed, representing 95 percent of the total amount of the funds approved, and one that is converting remaining commercial refrigeration enterprises still consuming Cloro-Flouro Carbons (CFCs) is in progress. The completed subprojects include the technological conversion of the mobile air conditioning (MAC) industry, the production of condensers at one company, and at three MAC assembling companies, converting small and medium enterprises (SMEs) in the foaming sector, and eliminating CFC from syringe sterilization at one company. In 2004, Colombia met its commitments to the Montreal Protocol and is well placed to meet all of its targets up until 2010. Progress to date includes: (a) the establishment of a community network in four regions in the Sierra that has already executed 30 sustainable development subprojects that benefit almost 10,000 small farmers; (b) the development of three techniques adapted to the Sierra to promote sustainable production and management of natural systems including: organic coffee systems, agro-forestry arrangements and plot design arrangements; and (c) a learning report summarizing the outcomes of the technical studies, the participation strategy, communication program, and the participatory monitoring and evaluation system. Through the Subprojects Fund, 32 new subprojects, involving 1,226 farmer families, are under execution. Four projects devoted to environmental education and conservation are mobilizing 6,000 students and their families. The project financed specific programs aimed at improving the competencies and capabilities of members of the Judicial Change Teams (JCTs) through the introduction of modern management techniques in the JCT Courts via interactive training modules; it also provided technological and organizational changes under the leadership of Superior Council of the Judiciary (SCJ). The SCJ's computerized case management system was installed and is operating in the JCT Courts of Bogota, Medellin and Bucaramanga. Refurbishment of the facilities of the JCT Courts in the same cities is in progress to adapt existing infrastructure to the respective JCT Change Management Strategy. Tax evasion was reduced by one percent of GDP in three years and recurrent administrative costs of the tax authority continued to decline. It is expected that the full services and control platform for tax collection will go online in early 2006, and during this year, the kernel of the system was developed and implemented, which is the basis for all information exchange. In terms of public expenditure, the project was faced with the challenge of delays in the approval of the new budgetary legislation; however, improvements in financial management through upgrades of the Integrated Financial Management System and debt management platforms have proved beneficial. The project has expanded the knowledge base on biodiversity with establishment of a national biodiversity network; training over 200 people and 35 institutions in biodiversity inventories; publishing five Andean biodiversity field guides and a natural ecosystems map with key species referral; and promoting environmental education by incorporating biodiversity criteria into fifty schools' curricula. Progress toward achieving development objective(s): There has been progress in supporting the incorporation of private operators in the management of medium and small utilities in the poor coastal zone and providing financial support to improve the performance of these privatized utilities. The challenge in implementation has been to carry out the privatization process. So far, seventeen medium and small municipalities have incorporated private operators to operate their water and sanitation utilities and provide the services. Preparation of three additional processes is underway. Because of fiscal restrictions, disbursements aimed at financing water supply and sewerage works in these municipalities have been slower than forecasted. During the past year, Government committed to lift the fiscal restrictions and disbursements are picking up. Forty-five commercial partnerships between private sector and rural communities in the agricultural sector were established and are operational. Fifty- five more are under preparation. These partnerships, which are complex and multi-sectoral--agriculture, environment, social networks, financial management, and short-term profitability--have shown good results and an impact study is ongoing in the first batch of partnerships that have graduated. In each existing partnership, the initial results of the impact study show progress in income generation and employment creation. The collaboration between the private sector and rural communities works in favor of rural peace. Progress toward achieving development objective(s): The project has advanced very well. The main achievements in support of the objective include: (a) More than 50,000 low-income students have received student loans for tertiary education since the initiation of the project. Further, the Colombian International Institute for Educational Loans is rapidly transforming into a modern student loan organization. Administration costs were reduced from 10.4 percent of total costs in 2002 to 6.4 percent in 2004; (b) New and renewed policy support tools financed by the project are state- of-the-art in Latin America. The capacity building has enabled the Ministry to revamp the supply side financing, therefore improving outcomes. In addition, the Labor Market Observatory was established; and (c) The doctoral component is progressing according to the plan. In particular, the Colombian Institute for Science and Technology Development has redesigned its support system for national doctoral programs, and developed new selection criteria for students and institutions.
