The project is scheduled to complete installation of the final works (i.e. final 500 meters of pipe of the submarine outfall and connection to the wastewater treatment plant) by the end of the April as there has been unexpected delays mainly due to weather conditions. The final payment for these works will be paid with counterpart funding as expected and confirmed by MEPyD. The wastewater treatment plant will be brought online once it is connected to the outfall. Finally, the utility has qualified and trained staff to operate the plant including an operation manual and Management and Environmental Plan facilitated by the Project. The PIU will follow closely the implementation of the manual and the management plan of the Pre-treatment Plant during the coming months. The Bank team will make another visit to the project site before the end of the FY as part of the ICR to evaluate the operation of the treatment plant. The Government is pleased with the results so far as the project is facilitating sanitation coverage for almost 100% of the urban area of Puerto Plata with a submarine outfall with unique characteristics given its length (3 km) and its depth (50 m), considered one of a kind in the Caribbean Region; most importantly, the combination of infrastructure with institutional strengthening, will allow Puerto Plata to become the first region of the country with the possibility to reach full sanitation coverage. In addition, 110,00 people were estimated to benefit from the new wastewater treatment and submarine outfall in Puerto Plata. The total beneficiaries equating to 128,000 people. Due to higher than anticipated costs for those works in Sosua and Montellano and the submarine outfall, the project did not pursue the expansion of the network in these towns due to insufficient funds. As of the last supervision mission, CORAAPLATA records show they have 27,430 sewerage connections, which equates to approximately 90,670 people served. The final value of the number of people that will benefit from the pre-treatment plant and submarine outfall during ICR stage may likely reach 94,000 people as the utility works towards getting households to connect over the coming months. The Pre treatment plant has the capacity to provide service to 3 times the current population. As the urban area of Puerto Plata will most likely grow, the system will have the capacity to provide service to 100% of its population. The final data will be confirmed during ICR phase as the team evaluates the final results. CORAAPPLATA is updating its Cadastre, a final figure will be confirmed during ICR phase.
