The work completed during the past six months has put the Center in a very strong position to continue progressing quickly and fully achieve results at the intermediary and outcome level. Government clients were the target audience for most of CLEAR FA’s activities over the past six months, highlighting their efforts to develop a culture of evidence-based decision-making. CLEAR FA has continued to sustain long-term relationships with government clients and voluntary organizations of professional evaluators (VOPEs) in Benin, Côte d’Ivoire, Niger, and Senegal. Within the region, the Center initiated a three-phase training program, building the capacity of professionals in the agriculture sector to understand and implement impact evaluations. The first two phases of the training were a success, with a third and final phase to be coordinated within the coming months. Other ECD activities in the region, include, the Center’s research program on results-based budgeting. The Center is in the process of data collection within the FA region, with the hopes to inform future data collection in other countries. Looking ahead, the Center aims to continue building innovative strategies to work with new actors and key government clients in a range of countries, including those the Center have not yet covered. CLEAR FA intends to emphasize the development of learning products and research as a way to advance evaluation practices within the region. The Center plans to conduct an analysis of existing Francophone Master’s programs in evaluation, including consultation with the École nationale d'administration publique (National School of Public Administration, ENAP) in Quebec, Canada, in order to inform CLEAR FA’s work in designing a Masters program in time to enroll students for the September 2021 term. 2/24/2021 Page 1 of 5 The World Bank Implementation Status & Results Report CLEAR Center for Francophone Africa Phase 2 (P160703) Risks Overall Risk Rating Risk Category Rating at Approval Previous Rating Current Rating Overall Low Substantial Substantial 5.
