This paper summarizes IDA commitments in FY15 and disbursements for projects under implementation. ii. FY15 Commitments. IDA’s new financial commitments for FY15 amounted to US$19.0 billion and comprised 191 new operations, which set a record high in the first year of any replenishment. IDA-only countries received US$13.3 billion (70 percent), and IBRD/IDA blend countries received US$3.9 billion (21 percent). The remaining US$1.7 billion (9 percent) was accounted for by IDA’s transitional support to India. The ten largest recipients accounted for 58 percent of total IDA commitments in FY15. Other major developments in the structure of IDA commitments in FY15 included:  By region. Africa region (AFR) received the largest share of IDA commitments (55 percent). South Asia (SAR) was the second largest recipient, at 30 percent. East Asia and Pacific region (EAP) followed with 10 percent of total FY15 IDA commitments. Europe and Central Asia (ECA), Latin America and the Caribbean region (LCR), and Middle East and North Africa (MNA) received 3 percent, 2 percent and 1 percent of the total commitments, respectively.  By lending instrument. Investment operations (IOs), development policy operations (DPOs), and programs for results (PforRs) accounted for 80 percent, 14 percent, and 7 percent of total FY15 commitments, respectively. The commitments for investment operations (US$15.1 billion) mainly supported infrastructure (37 percent) and social sectors (30 percent). The DPOs (US$2.6 billion) were focused on support to law, justice, and public administration (66 percent), finance (10 percent), infrastructure (8 percent), and social sectors (8 percent).  By financing terms. IDA credits totaled US$15.9 billion, representing 84 percent of total commitments in FY15. Commitments for IDA grants amounted to US$2.4 billion (13 percent). IDA also financed two partial risk guarantees worth US$600 million, or 3 percent of total commitments.  By sector. Infrastructure projects accounted for about a third of the total IDA commitments in FY15 (31 percent). IDA commitments in sectors that support private sector growth (including infrastructure) accounted for 38 percent. The support for social sectors amounted to 30 percent. The remainder of total IDA commitments in FY15 went to Law and Public Administration (20 percent), and Agriculture, Fishing and Forestry (12 percent).  By theme. IDA continued to provide substantial support to the private sector and economic development, which accounted for 19 percent of total commitments. Human Development (22 percent), Rural Development (18 percent), and Social Protection and Risk Management (17 percent) were the other themes with the largest shares. -ii- iii. FY15 Disbursements. Total disbursements for IDA projects under implementation amounted to US$12.9 billion in FY15. Majority of IDA disbursements went to the top ten borrowers (65 percent). Other key developments in IDA disbursements were as follows:  By region. AFR accounted for a majority of IDA disbursements in FY15, at 51 percent. SAR received the second largest share (30 percent) while EAP’s share amounted to 12 percent. LCR, ECA, and MNA accounted for 3 percent, 2 percent, and 2 percent of total IDA disbursements in FY15, respectively.  By lending instrument. Disbursements for investment operations, DPOs, and PforRs amounted to US$10.5 billion, US$2.0 billion, and US$423 million, respectively.  By sector. The sectoral distribution of IDA disbursements reflected strong support to infrastructure (which accounted for 34 percent of FY15 disbursements) and continuous emphasis on human and social development (which accounted for more than a quarter).  By theme. About 19 percent of IDA’s disbursements in FY15 were for human development. Other major themes supported included: rural development (16 percent), financial and private sector development (14 percent), public sector governance (12 percent), urban development (11 percent), and social protection and risk management (10 percent).  Undisbursed balances. Total IDA undisbursed balances decreased slightly to US$53.4 billion at the end of FY15, down from US$53.7 billion at the end of FY14. The undisbursed balances as percentage of total project portfolio decreased to 58 percent in FY15, down from 63 percent in FY14.  Disbursement ratio. In FY15, IDA’s disbursement ratio decreased slightly to 22.6 percent, compared to 23.5 percent in FY14. I. INTRODUCTION 1. This paper summarizes commitments and disbursements made by International Development Association (IDA) in FY15.1 This paper is organized as follows. Section II describes the key trends in the composition of IDA commitments and section III discusses the performance of the IDA portfolio in terms of disbursements. II. COMMITMENTS A. Overall Trends. 2. Total FY15 IDA commitments amounted to a record high of about US$19.0 billion for a first year of replenishment period. This included US$15.9 billion in credits, US$2.4 billion in grants, and US$600 million in guarantees,2 and comprised 191 new operations (Annex 2).3,4 Of the 77 countries eligible for IDA resources in FY15,5 59 received new commitments (Annex 2). IDA- only countries received US$13.3 billion, with a 70 percent share of total commitments. Blend countries received US$3.9 billion, or 21 percent of total commitments.6 Seventeen countries did not receive any IDA commitments in FY15. These countries fell into one or more of the following categories: (i) countries with credits in non-accrual status;7 (ii) small, mainly island, economies that tend to not have new operations every year;8 and (iii) countries where no commitments were made in FY15 for country-specific reasons.9 3. The ten largest country recipients accounted for 58 percent of the total FY15 IDA commitments. Of these, Bangladesh and India received US$1.9 billion and US$1.7 billion, 1 The sources of data on IDA’s financial assistance in this paper are Business Warehouse, SAP, Loan Databases, DFIRM databases, and DFIRM staff calculations.. 2 The sum of components of different financial indicators that are presented in this paper may not always equal the total amount for these indicators due to rounding. 3 Total IDA commitments include commitments for all operations that are financed either fully or partially out of IDA resources. The project was approved on a conditional basis on May 15, 2014, with the financing to be provided out of, and subject to availability of, IDA17 commitment authority. The date of approval for this project in the Bank’s operational databases is recorded as “July 1, 2014” (the first day of IDA17 implementation period). 5 This number excludes India, which graduated from IDA at the end of FY14 but will receive transitional support on an exceptional basis through the IDA17 period. Pakistan and Ethiopia followed with more than US$1.3 billion each in FY15. The remaining six largest recipients were Nigeria (US$975 million), Tanzania (US$842 million), Kenya (US$795 million), Vietnam (US$784 million), Myanmar (US$700 million), and Ghana (US$680 million).10 B. Commitments by Region and Country. 4. Africa Region: The Africa region (AFR) received the largest IDA commitments during FY15 (Figure 1). Commitments to Africa reached US$10.4 billion, accounting for 55 percent of total IDA commitments (Annex 2). By country, Ethiopia (US$1.3 billion), Nigeria (US$975 million), Tanzania (US$842 million), Kenya (US$795 million), Ghana (US$680 million), and Uganda (US$515 million) were the largest recipients of IDA commitments in FY15. These six countries together accounted for almost one third (27 percent) of Africa’s FY15 IDA commitments. 5. South Asia Region: The South Asia region (SAR) remained the second largest region. Commitments to SAR amounted to US$5.8 billion, representing 30 percent of total committed resources in FY15. By country, Bangladesh received the largest commitments in the region (US$1.9 billion). India and Pakistan followed with US$1.7 billion and US$1.4 billion, respectively. These three countries together accounted for 86 percent of IDA’s total commitments in the region in FY15. 6. East Asia and the Pacific Region: The East Asia and the Pacific region (EAP) followed with US$1.8 billion, accounting for 10 percent of total IDA commitments in FY15. By country, Vietnam and Myanmar continued to be the largest recipients in the region (US$784 million and US$700 million, respectively), representing 82 percent of the total EAP commitments in FY15. 7. Europe and Central Asia Region: The Europe and Central Asia region (ECA) received US$527 million of IDA’s committed funding, accounting for 3 percent of total FY15 IDA commitments. By country, Uzbekistan was the largest recipient of IDA commitments (US$305 million), followed by Kyrgyz Republic (US$76 million), and Tajikistan (US$72 million). Together, these three countries accounted for 86 percent of the region’s FY15 IDA commitments. 8. Latin America and the Caribbean Region: IDA commitments in the Latin America and the Caribbean region (LCR) amounted to US$315 million in FY15, accounting for 2 percent of total commitments. By country, Bolivia received the largest share of commitments in the region (US$100 million), followed by Nicaragua (US$85 million), and Honduras (US$80 million). Together, these three countries accounted for 84 percent of the region’s FY15 IDA commitments. 9. Middle East and North Africa Region: IDA commitments in the Middle East and North Africa region (MNA) amounted to US$198 million, or 1 percent of total IDA commitments in FY15. By country, the Republic of Yemen (US$193 million) remained MNA’s largest recipient (the only other recipient being Djibouti), accounting for 97 percent of the total IDA commitments to the region. 10 Country commitments exclude commitments under the regional projects. -3- Figure 1: FY15 IDA Commitments by Region LCR 2% MNA 1% ECA 3% EAP 10% AFR 55% SAR 30% C. Commitments by Type of Lending Instrument. 10. IDA commitments for investment lending accounted for 80 percent of FY15 commitments (Annex 2, Table A2.2). The share of investment lending in total commitments was slightly down from the average share of 84 percent during IDA15-16 but still substantially above the level for previous replenishment periods (Figure 2). Development policy operations (DPOs) accounted for 14 percent,11 maintaining the trend of relatively lower shares of DPO lending since FY06. IDA continued to provide financial support through the Program for Results (PforR) instrument, which was introduced in IDA16. Following IDA’s first 13 PforR operations in IDA16, six new PforRs in the total amount of US$1.3 billion were approved in FY15. 11. In terms of economic sectors supported through different types of lending instruments, the committed funds for investment operations (US$15.1 billion) mainly supported infrastructure and social sectors12 (37 percent and 30 percent, respectively) (Annex 2, Table A2.3). The development policy operations (US$2.6 billion) were focused on support to law, justice, and public administration (66 percent), finance (10 percent), infrastructure (8 percent), and social sectors (8 percent). The PforR operations supported social sectors (76 percent), law, justice, and public 11 IDA commitments for DPOs include the Ghana’s policy-based guarantee of US$400 million. 12 The infrastructure grouping is comprised of the following four major sectors in the Bank’s sector classification system: Energy and Mining; Information and Communication; Transportation; and Water, Sanitation and Flood Protection. The social sectors are comprised of two major sectors: Education; and Health and Social Services. For more details on sectoral composition of IDA commitments, see section E. -4- administration (16 percent), agriculture (4 percent), industry and trade (2 percent), and finance (1 percent). Commitments by Financing Terms. 12. By financing terms, IDA credits totaled US$15.9 billion,13 accounting for 84 percent of the total IDA commitments in FY15. Commitments on grant terms amounted to US$2.4 billion,14 representing 13 percent of total FY15 IDA commitments. In addition to its traditional credit and grant products, IDA also financed two partial risk guarantees for the total amount of US$600 million, which accounted for 3 percent of total FY15 commitments. 13 The terms of these credits vary by country (regular terms, blend terms, or hard terms), based on each country’s IDA classification in FY15 (see OP3.10 Annex D as of July 2014). 14 This includes the grant component (US$6 million) of the Kabeli-A Hydroelectric Project in Nepal. As described in footnote 4, this project was approved on May 15, 2014, with the financing to be provided out of, and subject to the availability of, IDA17 commitment authority. Subsequent to the approval of the financing, a new joint Bank-Fund Debt Sustainability Analysis was issued on June 17, 2014 which concluded that Nepal is at low risk of debt distress and, therefore, no longer eligible to receive grants in FY15. In order to maintain country relations and not prejudice the implementation of the project, IDA honored the approved terms of the financing. -5- E. Sectoral Composition and Thematic Focus of IDA Commitments.15 13. By broader sector groupings, support for infrastructure accounted for about a third of the total IDA commitments in FY15 (31 percent) (Figure 3). Within infrastructure, Water, Sanitation and Flood Protection; and Transportation accounted for the largest shares (11 percent each), followed by Energy and Mining (7 percent), and Information and Communication (1 percent). The support to infrastructure also accounted for a bulk of IDA’s commitments in sectors that directly or indirectly support private sector growth, defined as including infrastructure, Industry and Trade, and Finance. Overall, IDA’s support to private sector development through financial commitments in these sectors accounted for 38 percent of total IDA commitments in FY15. The social sectors, which include Health and Other Social Services, and Education, accounted for 30 percent. The remainder of total IDA’s commitments in FY15 went to Law and Public Administration (20 percent), and Agriculture, Fishing and Forestry (12 percent). 14. By theme, IDA continued to provide substantial support to private sector development as the key to economic growth, job creation, and poverty reduction. IDA’s thematic support for private sector growth and economic development—which consists of support to Financial and Private Sector Development, Trade and Integration, and Economic Management – accounted for 19 percent of total IDA commitments in FY15 (Figure 3). Within this theme grouping, Financial and Private Sector Development; Trade and Integration; and Economic Management accounted for 12 percent, 5 percent, and 2 percent, respectively. The remainder of IDA’s support in FY15 went to other thematic areas, such as Human Development (22 percent), Rural Development (18 percent), Social Protection and Risk Management (17 percent), Urban Development (7 percent), Environment and Natural Resources Management (7 percent),) Public Sector Governance (7 percent), Social Development, Gender and Inclusion (3 percent), and Rule of Law (1 percent). There are currently 73 sector cods and 82 theme codes in the Bank that are used for project classification. These sector and theme codes, in turn, are grouped into 10 “major sectors” and 11 “major themes.” -6- III. DISBURSEMENTS A. Overall Trends. 15. IDA’s total active portfolio stood at US$92.3 billion at the end of FY15. This included new IDA commitments for FY15 and comprised all active projects under implementation. The number of IDA projects in the portfolio totaled 873 (Annex 4). More than half of the IDA portfolio (both in terms of net commitments, and number of operations) was concentrated in the Africa region at the end of FY15 (Figure 4). South Asia accounted for 33 percent of commitments in the portfolio and the East Asia and Pacific region for 10 percent. By country, India (US$12.3 billion; 51 projects), Bangladesh (US$8.3 billion; 36 projects), Vietnam (US$6.6 billion; 40 projects), Nigeria (US$6.5 billion; 26 projects), and Ethiopia (US$5.2 billion; 22 projects) had the largest IDA portfolios under implementation. IDA’s disbursements remained strong in FY15. US$12.9 billion was disbursed to IDA countries in FY15, including US$10.5 billion in disbursements for investment operations, US$2.0 billion in disbursements for DPOs, and US$423 million in disbursements for PforRs (Annex 5, Table A5.1). As shown in Figure 5, the FY15 total disbursements followed the long-term upward trend in IDA’s disbursements. 17. The majority of IDA disbursements in FY15 went to the top ten borrowers (65 percent). Regional Distribution. 18. Africa Region: AFR accounted for the majority of IDA disbursements in FY15, representing more than half (51 percent) of the total IDA disbursements (Figure 6). Of this, disbursements for investment operations, DPOs, and PforRs amounted to US$5.3 billion, US$967 million, and US$356 million, respectively. By country, Nigeria (US$930 million), Ethiopia (US$744 million), Tanzania (US$630 million), and Kenya (US$530 million) accounted for the largest share of disbursements in the region (Annex 5, Tables A5.1-A5.2). 19. South Asia Region: SAR accounted for the second largest share of IDA disbursements in FY15, at 30 percent. By country, disbursements in India were the largest in the region at US$1.4 billion, followed by Pakistan (US$1.1 billion) and Bangladesh (US$870 million). 20. East Asia and the Pacific Region: EAP’s share of total IDA disbursements in FY15 was 12 percent. By country, Vietnam continued to account for the largest share of disbursements in the region (US$1.3 billion), or 86 percent of total IDA disbursements in FY15 in EAP. 21. Sectoral Distribution and Thematic Focus of IDA Disbursements. 22. By broader sector groupings, IDA disbursements reflected IDA’s strong support to infrastructure (which accounted for 34 percent of FY15 IDA disbursements) and continued emphasis on human and social development (which accounted for more than a quarter). About a quarter of FY15 disbursements supported law and public administration. The support to agriculture accounted for 8 percent of total disbursements, and support to finance for 4 percent (Figure 7; and Annex 5, Table A5.3). 23.
