The overall progress of in implementation of the project is in good standing. More than 50% of the funds have been disbursed and about 70% has been committed. The Project Development Objectives (PDO) are still relevant and likely to be achieved by the project's closing date (December 31, 2015). Three out of four PDO outcome indicators have already been achieved or progressing according to plan. However, one of the PDO indicators has not been met and is currently not on track - Academic programs in Higher Page 1 of 6 The World Bank Report No: ISR10935 Education Institutions (HEIs) accredited by the National Council for Quality Assurance - and remains a key challenge to successfully completing this project. The Project is implemented jointly by two implementing agencies, the Ministry of Education and the Ministry of Science and Technology and has three main components, each of which has a higher education and a science and technology part : (i) System Governance, Quality and Management Strengthening; (ii) Improving teaching, learning, and research Public Disclosure Copy through competitive funding; and (iii) Targeting scholarships for equity and competitiveness. Component 1: System Governance, Quality and Management Strengthening: Overall, this component has financed activities that have resulted in important strengthening of the system governance and management of higher education and science and technology. Higher Education - The following are some of the achievements: (i) the elaboration of the strategic plan for the years 2012- 2020 and the operational plan 2012- 2014; (ii) the development of a draft proposal for a model for governance and financing of Higher education currently being discussed with main stakeholders including the National Council of Higher Education; (iii) the design of higher education qualification framework which builds on the current regulation for the higher education qualifications; (iv) the publication of overall legislation related to higher education in Mozambique; (v) the approval of the regulations for the inspection of higher education institutions and subsequent inspections in selected institutions aimed to push the management of the institutions to act on quality issues; (vi) the development of an action plan for the the first cycle of accreditation of institutions and programs. Training, exchange visits and study tours aimed to deepen the knowledge in the areas of governance, management and quality assurance of higher education have been provided as planned for a variety of stakeholders. Science and Technology - The institutional strengthening of the Ministry of Science and Technology has been supported through the training of Ministry staff including those working in the Regional Centers of Science and Technology, and through the provision of specialized training to beneficiary institutions specialists and to teachers involved in the implementation of the science camp program. Other achievements are: (i) nationwide organization of regular science related events such as: science fairs, ICT and Mathematics Olympiads, science road shows. The participation in these events is made possible across the country and secondary education institutions are eager participants of these events; (ii) the organization of national and international conferences in topics of national and regional interest such as Health, water management and the role of higher education in the country development. Currently 6,500 students from various secondary schools across the country participate in extracurricular activities in areas of basic sciences. The implementation of the program involves the participation of 112 teachers and 30 mentors from the Pedagogic University. Component 2: Improving teaching, learning, and research through competitive funding: The sub-projects financed by the two competitive funds, the Institutional Development Fund managed by the Ministry of Education and the National Research Fund managed by the Ministry of Science and Technology are underway. Both implementing agencies have completed the evaluation of proposals submitted under the third call of proposals financed by the Project. Component 3: Targeting scholarships for equity and competitiveness: Public Disclosure Copy The program of scholarships is underway with more than 1000 scholarships (275 in 2013) awarded to support undergraduate studies in Mozambique. A recent evaluation of the program confirmed that 80% of the students come from poor households and the provision of scholarships has been an inclusive factor. While mostly the findings indicates the relevance of the program it also advises for further strengthening of mechanisms of verification of eligibility and for overall strengthening of central administration and monitoring of the program. At post-graduation level 97 candidates have been selected since 2010. In this case, more than two-thirds of the beneficiaries are studying abroad.
