A. Summary of Proposed Changes
This level-two restructuring proposes a twenty-three month extension of the Closing Date for Cr. 5074-IN
from December 31, 2017 to November 29, 2019.

B. Project Status
The Project Development Objective rating for the National Dairy Support Project is Satisfactory, and the
project objective continues to be achievable. Implementation progress is rated Moderately Unsatisfactory.
Despite substantial implementation progress in the preceding 12-month period, cumulative disbursements at
mid-term from Cr. 5074 – at USD 42.8 million – are 18 percent of the total credit amount. The April 2015
Mid-term Review confirmed that initial project mobilization and associated start-up activities resulted in an
18-month incubation period that was not envisioned at project appraisal. Based on recent subproject progress
and continued efforts to improve End Implementing Agencies’ procurement capacity, the pace of
disbursements is expected to increase over the next fiscal year.

To date, 312 subprojects have been approved by the Project Steering Committee and represent US$296.6
million or 87 percent of the expected project outlay at appraisal. Some 137 End Implementing Agencies
(e.g., milk unions, milk federations, producer companies and livestock development boards) implement these
subprojects across sixteen participating states, which account for nearly 95 percent of India’s milk
production, over 87 percent of the breedable cattle and buffalo population and 98 percent of the country's
fodder resources.

Change in Loan Closing Date(s):
Explanation
A twenty-three month Closing Date extension from December 31, 2017 to November 29, 2019 for Cr. 5074-
IN is proposed. The April 2015 Mid-term Review confirmed that initial project mobilization and associated
start-up activities resulted in an 18-month incubation period that was not envisioned at project appraisal.
The proposed Closing Date extension would therefore provide sufficient time to complete agreed activities
in the Project Implementation Plan and ensure the consolidation of subproject activities in the post-project
period.
