69246 BCCRF Update (May 2012)  The Prime Minister’s office approved the Operational Modalities of the trust fund in December 2010. In January 2011, a Gazette Notification has been circulated to nominate members of the Governing Council and Management Committee (the two top tiers of the BCCRF governance).  To date, a grant of US$ 25million has been awarded to the Local Government Engineering Department of the Ministry of Local Government, Rural development and Co-operatives to build about 56 new cyclone shelters, rehabilitate about 50 damaged shelters and build 40 kms connecting roads in coastal areas. Three projects are under preparation: an Agricultural Adaptation in Climate Risk Prone Areas (US$ 22.8million) with the Ministry of Agriculture Extension (DAE); a Climate Resilient Participatory Afforestation/Reforestation Project (US$ 35 million) with the Forest Department, and a Community Climate Change Program (US$ 12.5 million) with the Palli Karma-Sahayak Foundation (PKSF). PKSF will be responsible to process and implement the programme. PKSF will ensure due diligence regarding the legal capacity of the Civil Society Organizations (CSOs) and their compliance with the legal requirements/regime before selecting the CSOs. The establishment of a fully functioning Secretariat at the Ministry of Environment and Forests will lay the foundations of a potential take over management of BCCRF. A Grant Agreement for $0.2 million was signed in November 2011 to establish this Secretariat. Secretariat for BCCRF Ministry of Environment and Forests (MOEF) (US$ 0.2 million)  The selection of these proposals was totally demand driven. The Ministry of Environment and Forests launched a request for project proposals among all ministries and agencies working on climate change issues. Two calls for proposals have been made. As a result around 50 proposals have been received. They were all reviewed and evaluated based on the following 7 selection criteria: consistency with CCSAP objective, size of proposals; experience of the implementing agency with development operations; readiness for implementation; results targeted; complimentarily or duplication with other ongoing programs; social and environmental benefits and monitoring and evaluation arrangements. The Management Committee reviewed the proposals and approved those to be considered for funding. Once a proposal is approved by the Management Committee, the World Bank team then works very closely with the government agency proposing the project to fully develop the project proposal. The full project proposal is then submitted to the Governing Council for final approval before the Grant Agreement can be signed.  Aside from investment projects, the Bank has now started to focus its effort on the fourth pillar of BCCSAP that is: Research and Knowledge Management. A wealth of information and research has already been undertaken in the field of climate change in Bangladesh, the team has identified any knowledge gaps. On this basis the following areas have been identified for further analysis: o Impact of climate change on vector born diseases and implications for the health sector o Urban Flooding of Greater Dhaka Area in a Changing Climate: Vulnerability, Adaptation and Potential Costs. o Assessment of the threat of climate – induced out – migration from vulnerable areas.  Proposals in pipeline : 1.
