Introduction and Context Country Context Uganda has experienced strong economic growth over the past two decades, and has made great strides towards improving the quality of life and access to services of their population. In order to continue to promote pro-poor economic growth, the Government of Uganda developed the first National Development Plan (NDP) in 2008 that effectively guided the implementation of programs between 2009 and 2014. The second National Development Plan (NDPII) 2015/15-20119/20 aims to consolidate the achievements made during the implementation of NDPI and to attain middle income status by 2020 through strengthening the country’s competitiveness for wealth creation, employment and inclusive growth. The implementation of the NDP is being financed by the Government of Uganda and supported by development partners. Public Disclosure Copy Sectoral and Institutional Context The Government of Uganda recognizes the need for adequate data collection to effectively monitor outcomes of the National Development Plan and, as part of this effort, the Uganda Bureau of Statistics (UBoS) continues to conduct various household and business surveys. Unlike most countries in sub-Saharan Africa, Uganda has conducted a number of well-executed nationally representative cross-sectional household surveys since 1989. This includes the Uganda National Household Survey (UNHS) program, of which the most recent one is the 2012/13 Uganda National Household Survey (UNHS). In addition, the Bureau initiated a multi-topic, four year annual panel survey (UNPS) program in 2009. The 2009/10 UNPS was funded with support from the Kingdom of the Netherlands while the subsequent surveys (2010/11, 2011/12 and 2013/14) were funded largely by the World Bank. The Government of Uganda contributed towards the implementation of the UNPS rounds and provided resources that facilitated the UNPS program implementation. The first phase of the UNPS ended in 2015. According to the plan, the UNPS was carried out annually over a twelve- month period on a nationally representative sample of between 3000 -3200 households. The aim was to produce annual estimates of outcomes and outputs in the key policy areas and to provide a platform for the experimentation and assessment of national policies and programs. One of the primary uses of the UNPS was to inform policy in advance of the Budget and to provide an analytical framework to inform National Budget preparations and government annual reviews. Relationship to CPF The Country Partnership Framework is tied to the National Development Plan. The Government of Uganda recognizes that monitoring outcomes of both the NDP and CPF requires household surveys. C. Project Development Objective(s) Proposed Development Objective(s) 1. To provide information required for monitoring the National Development Strategy, of major programs of Jun 07, 2017 Page 3 of 6 The World Bank LSMS-ISA Uganda National Panel Survey ( P163029 ) government and General Budget Support, and also to provide information to the compilation of the National Accounts (e.g. agricultural production); 2. To provide high quality nationally representative information on income dynamics at the household level , and to provide annual information on service delivery and consumption expenditure estimates to monitor poverty and service outcomes in interim years of other national survey efforts, such as the UNHS, Uganda Demographic and Health Survey (UDHS) and National Service Delivery Surveys (NSDS); 3. To provide a framework for low-cost experimentation with different policy interventions to e.g. reducing teacher absenteeism, improving ante- and post-natal care, or assessing the effect of agricultural input subsidies; 4. To provide a framework for policy oriented analysis and capacity building to support other research which will feed into the Annual Policy Implementation Review; and 5. To facilitate randomized impact evaluations of interventions whose effects cannot currently be readily assessed through the existing system of national household surveys. Key Results Public Disclosure Copy The key output of the overall panel survey program will include: the anonymized, unit-record, fully-documented household survey data that are made available within 6-months of completion of fieldwork for each wave, UBOS descriptive survey report, life story analysis, policy notes, academic publications, enhanced analytical capacity within UBOS and outside of UBOS, and enriched Government Annual Performance Reports. D. Preliminary Description Activities/Components The Uganda National Panel Survey aims to collect on an annual basis key outcome indicators (poverty, service delivery, governance, employment among other indicators) to monitor the National Development Plan. By collecting this data from the same households on an annual basis, and allowing free access to the data to be independently analyzed, the program will provide analyses that allows the Government of Uganda, Civil Society, Development Partners and the general public to significantly improve their understanding of the reasons for change (in income, poverty or service delivery). It will also cross-check the validity of routine data systems and provides frequent feedback on the performance of key government programs. Sustaining the program of annual national panel household surveys over the period of 2016-2020, and maintaining the links to at least a sub-sample of households that have been surveyed in the period of 2009-2015 will facilitate analysis of long-term, slow-moving processes such as agricultural transformation and its role in economic growth and human capital development. Long-term panel studies, such as the US Panel Study of Income Dynamics or the ICRISAT panel, are also the only method available to study issues such as intergenerational mobility, risk and vulnerability to shocks. Continuing to collect detailed agricultural information that is solicited within a multi-topic framework and that could be linked with public geospatial data with ever increasing spatial resolution, temporal resolution and thematic scope will be a key ingredient for the fulfillment of the aforementioned analytical objectives, which go beyond the objective of producing official statistics on agriculture.
