The Project is progressing to achieving its expected PDO targets. Following the major works are at their final stage, two PDO indicators, i.e. the urban areas and the number of residents protected against the flood risks as designed, are already achieved and another one, the number of residents connected to the improved sanitary facilities is on track to be fully achieved. Although all ongoing civil works contracts were affected by the outbreak of the COVID-19 pandemic and heavy storms in the river basin in the summer of 2020, progress has been made across all the five Project components in 2020. Out of 17 civil work contracts listed in the latest procurement plan, 16 contracts have been procured, with a total contract value of RMB562.34 million, representing about 70 percent of the total estimated costs for civil works contracts. The progress has also been made under two contracts under Pengshui, about 60 percent completed. The Project Implementation Agency is expected to make the decision on the technical solution on the only outstanding civil works contract for embankment greening in Rongchang in January 2021 and start the procurement whence the decision has been made. The project continues its progress in the implementation of non-structural measures, such as flood risk mapping and training and drill for flood risk management. Out of the 20 contracts under this component (8 goods and 12 consulting services contracts), eight goods contracts are completed. Goods and equipment have been installed and supported flood control operations in project counties. The four consulting contracts to develop flood risk maps for four counties have been signed in July/August 2020 and expected to be completed in late 2021. Chongqing PMO and its project management and construction supervision company (PMC) continue to provide support and quality assurance in reviewing technical documents, overall project management, and implementation. The intermediate indicators remain the same. i) The target of ‘PO-1 total urban area vulnerable to design floods protected’ is proposed to reduce from 2.16 sq. km to 1.13 sq. km. – Due to the design changes in Tongnan’s dike construction, the planned dyke was shortened to provide space for constructing a wetland. The protected urban area in the original plan is replaced by the wetland area. In addition, the protected area was estimated using large-scale maps at appraisal which was not accurate; the area was re-assessed using more accurate topographic survey data during implementation. Due to the reassessment, the target of the protected urban area is adjusted downwards by about 41 percent; ii) The target of ‘PO-2 People benefitted from flood risk reduction (male/female)’ is proposed to reduce from 15,900 to 7,760 people – The beneficiaries of flood management are expected to decrease since there is a reduction of the protected urban area due to the changes in the dikes design as reported above. In addition, the beneficiaries were estimated based on projected population growth at appraisal; however, now the more accurate data is available based on actual survey data; and iii) The target of ‘PO-3 people provided with access to “improved sanitation facilities” under the project (male/female)’ is proposed to increase from 67,200 to 70,280 people – The beneficiaries of wastewater management slightly increase based on verified recent data.
