Ethiopia, Kenya, and Djibouti declared effectiveness by 26 June, 29 June and 14 August, respectively. All three countries are close to finalizing the instruments to ensure environmental and social concerns are well managed in addition to the operational manuals for each project. The teams continue to engage the United Nations agencies on technical assistance matters. In Uganda, the Government is preparing a request to restructure the project that would increase the use of government resources (particularly human resources) for project management. To accommodate this request, the World Bank project team will process a project restructuring to reflect the changes once they are agreed. MPA Program Development Objective MPA PDO Table To respond to the threat posed by the locust outbreak and to strengthen systems for preparedness. MPA Table Multiphase Programmatic Approach (MPA) Status MPA Table Body ELRP is a multi-country, multi-regional program with 4 countries joining in its first phase. Each country has negotiated what the necessary ESF instruments will be and other conditions for effectiveness and disbursement. The initial months after Board approval have focused on meetings those conditions to declare effectiveness. The MPA team appreciates the fact that these projects were designed and are now moving to implementation while under partial or full lockdown due to the COVID-19 pandemic. This has unavoidably slowed progress; however, we are working with the teams to move all 4 countries to full implementation with little additional delay. STATUS OF EFFECTIVENESS  Ethiopia: Financing Agreement was signed on 22 May 2020; declared effective on 26 June 2020  Kenya: Financing Agreement was signed on 28 May 2020; declared effective on 29 June 2020  Djibouti: Financing Agreement was signed on 22 May 2020; declared effective on 14 August 2020  Uganda: Signing of the Financing Agreement and Effectiveness are pending the review and sanction of proposed changes submitted by the Government. The World Bank team is working closely with our client to expedite this process so as not to delay implementation. Progress will be reported in the first supervision ISR. All of the projects are progressing with or have completed the necessary manuals and human resources appointments necessary to disburse funds, and the Bank is reviewing and discussing the first request for withdrawal of funds. While this ISR covers progress on the Phase 1 countries listed above, the MPA's Phase 2 project (Somalia) cleared the Board on 29 June 2020. This brings the total MPA countries to 5.
