The Program also includes a Investment Project Financing (IPF) Component, financed by $20 million grant from the Global Financing Facility (GFF), for catalytic investments that accelerate improvements in implementation capacity and strengthen intervention delivery systems thereby laying the foundation for long term sustainable reform. The IPF Component also supports the government’s learning agenda, including implementation course correction, impact evaluation as well as global knowledge exchange. Since the previous Implementation Support Mission (ISM) in May 2020, the Government of Indonesia continued to scale up implementation of the StraNas Stunting. It is now adding an additional 100 stunting priority districts in 2021 bringing the total to 360 priority districts and cities (kota) across 34 provinces. The Office of the Vice President (Setwapres) secured commitments to stunting reduction from 258 Bupati and Vice Bupati and an online survey, conducted by the Ministry of Home Affairs (MoHA) as part of the ISM, concluded that the written commitments created an enabling environment to implement eight Convergence Actions and strengthen multi-sectoral coordination between district departments. The ISM found that in 2020, the Ministry of Health supported 74 stunting priority districts to implement the National Stunting Communication Strategy (Strakom), the Ministry of Social Affairs delivered the food assistance program (BPNT/Sembako) wherein over 50% of E-Warungs provided all categories of food items, MoEC delivered the nutrition-sensitive ECED Professional Development program training in 86 priority districts, the Ministry of Home Affairs completed annual performance assessments of 246 of 260 priority districts, and the Ministry of Villages and the Ministry of Finance consolidated community convergence scorecards from 12,706 villages from 159 districts on use of Dana Desa for stunting prevention activities and service delivery convergence on 1,000-day households, which indicated a significant increase in village fund spending on stunting prevention activities. As part of the ISM, SoVP, Bappenas and the Bank also reviewed the impact of COVID-19 on stunting prevention and Program achievements, and identified mitigation measures that implementing agencies will execute to minimize impacts- this will be further assessed at the upcoming mid-term review (planned in February 2021).
