         Supplemental Contribution Amendment #3 (the “Amendment�) to the
         Administration Agreement between the Government of Switzerland, acting through
         the Swiss Federal Department of Economic Affairs, and the International Bank for
         Reconstruction and Development and the International Development Association
         concerning the Multi-Donor Trust Fund for Middle Income Countries for the
         Financial Sector Reform and Strengthening Initiative (TF No. 070723)

Dear Ms. Mallor:

1.      We refer to the Administration Agreement between the Government of Switzerland, acting
through the Swiss Federal Department of Economic Affairs (the “Donor�), and the International Bank for
Reconstruction and Development (“IBRD�) and the International Development Association (“IDA� and
together with IBRD, the “Bank�), regarding the Multi-Donor Trust Fund for Middle Income Countries
for Financial Sector Reform and Strengthening Initiative (“FIRST�) (the “Trust Fund�) (TF070723)
effective as of August 29, 2007, as amended (the “Administration Agreement�).

2.      We are pleased to acknowledge, on behalf of the Bank, the intention of the Donor to make a
supplemental contribution to the Trust Fund in the amount of Two Million, Five Hundred Thousand
United States dollars (US$2,500,000) (the “Supplemental Contribution�). With this Supplemental
Contribution, the total amount allocated by the Donor to the Trust Fund will now aggregate to eleven
million, four hundred and eighty-nine thousand and seventy-seven United States dollars and forty-one
cents (US$11,489,077.41).

3.       The Donor shall deposit the Supplemental Contribution into such bank account designated by the
Bank promptly following countersignature of this Amendment by the Donor and submission of a payment
request by the Bank.

4.       When making the deposit, the Donor shall instruct its bank to include in its payment details
information (remittance advice) field of its SWIFT payment message, information indicating: the amount
paid, that the payment is made by the Donor for TF070723 (FIRST – Middle Income), and the date of the
deposit. In addition, the Donor shall provide a copy of the Donor’s deposit instruction to the Bank’s
Accounting Trust Funds Division by e-mail sent to tfremitadvice@worldbank.org or by fax sent to (202)
614-1315.


5.     All other terms of the Administration Agreement shall remain the same.

6.      The Bank will disclose this Amendment and related information on this Trust Fund in accordance
with the World Bank Policy on Access to Information. By entering into this Amendment, the Donor
consents to disclosure of this Amendment and related information on this Trust Fund.

7.     Please confirm your acceptance to the foregoing, on behalf of the Donor, by signing and dating
the two originals, retaining one original for your records and returning the other original to the Bank.
Upon receipt by the Bank of the original of this Amendment countersigned by you, this Amendment will
become effective as of the date of the countersignature.
