Summary During the quarter ending on December 31, 2012: • One grant was closed; Tunisia ($0.65 million). • The total amount of signed grant agreements is $130 million. • One grant, Mongolia ($2.9 million) has been activated and is now under implementation. • Remaining pledge from the European Commission of €2.35 million under East and South Asia Trustee Window – TF070934 has been received. • One grant is in the pipeline; Regional Grant to OIE for Joint OIE/WHO work to develop and test assessment tool in East and South Asia and Eastern Europe ($3.0 million). • Total disbursements reached $77.6 million (60 percent of signed grants), from $76.4 million at the end of September 2012. II. Donor Contributions 1. Donor pledges and contributions remained unchanged compared to previous quarter. Donor contributions received to date are $126.2 million out of about US$130 million total commitments. III. Grant approvals, reflows, and pipeline 2. The tables in Annex 1 present the status of all approved grants, as well as the reflows realized to date from closed grants. Amount of funding available under the AHIF was $120.5 million (net of 5% administration fee from total commitments of $130.9 million), of which $120.5 million has been received as of the period covered by this report. 3. There is no available balance for allocation to new grants. $3.0 million out of the remaining $3.9 million under three EC windows (East and South Asia windows I and II and Eastern European window) is being used for a new project in the pipeline to finance a joint OIE/WHO work to develop and test assessment tools in East and South Asia as well as Eastern Europe countries. 2 4. As of December 31, 2012, there were five active grants under implementation. Out of these, one is scheduled to close in the next two quarters. These grants and their respective closing dates are listed below. • Cambodia (scheduled to close on June 30, 2013) • China-3 (scheduled to close on December 31, 2013) • Nepal (scheduled to close on December 31, 2013) • Regional SAR 2 (scheduled to close on December 31, 2013) • Vietnam 2 (scheduled to close on December 31, 2013) 5. In total, 51 out of 56 signed grants have closed. Of these, only Tunisia (MNA) has closed during the reporting period. The total approved amount for this grant was $0.65million, of which $0.51 million have been disbursed. 6. Two of the three new grants - China 3 ($2.6 million), and Nepal ($10 million) – which were approved in the last two quarters are under implementation. However, no disbursement has taken place yet. The grant agreement for Mongolia ($2.9) has been signed and the implementation of grant activities is now underway. 7. A detailed breakdown of grants by region including pipeline is presented in Annex 4. IV. Grant Disbursements 8. Disbursements totaled $77.6 million out of $130 million, as of December 31, 2012, or 60 percent of the signed grants. 9. The portfolio in the Middle East and North Africa (MNA) region, despite the challenges, made significant progress; the majority of the portfolio has been closed with full disbursements. Tunisia was closed recently with 78% disbursements. Morocco and Regional MNA grants are closed in June 30, 2012, partial disbursements have increased their disbursement level to 87% and 97% respectively at the end of the grace period. 10. Six grants had additional disbursement in the quarter: Cambodia, China, Morocco, Regional MNA, Tunisia, and Vietnam-2. The details of positive disbursements are provided in Annex 2. 11. A total of $1.5 million has been disbursed in the quarter.
