There has been an advancement in the preparation of the TORs and the initiation of the first set of activities. The PIU staffing process has been completed with the recent hire of the Financial Specialist. As of June 2020, 19.08% (US$0.93 million) of the total grant was disbursed under the Project. The summary of implementation status per component is as follows: Component 1 - Strengthening the Fisheries Policy and Regulatory Framework The activities under this component have been consolidated to ensure efficiency and to maximize synergies among different planned activities. The TOR for consultancy to develop strategy, action plan, and guidelines for National Fisheries and Aquaculture Policy has been finalized and later revised to reflect current market conditions. Related procurement processes are at the final stages and are pending approval of the Procurement Committee to be awarded. Component 2 – Diversification and Fisheries-based Alternative Livelihoods Consultancies to develop a business plan and prepare design specifications for the upgrade of the Fisheries Division hatchery have been awarded and are under implementation. Consultancies to prepare business plan for mariculture/polyculture demonstration facility, to assess pelagic stocks and develop related management plans, as well as to conduct assessment of sub-projects are in the final stages of the procurement process and are expected to be finalized shortly. Consultancy to provide assessment of the feed production for the aquaculture sub-sector and develop alternative feed production options and associated business plan is pending further advancement in the procurement process following necessary re-scoping of the initially planned set of activities and Bank’s no-objection to the revised TORs. Component 3 – Capacity Building and Awareness Raising Consultancies to conduct a baseline assessment of gender and youth dynamics in the fisheries sub-sector in select ed communities, as well as to conduct a knowledge, attitudes and perceptions assessment in the targeted communities are under implementation. However, given that community consultations and outreach activities are integral part of these consultancies, their implementation have been impacted by COVID-19 related travel restrictions. Where possible and applicable, the PIU will adopt virtual means of consultations as well as amend respective contract lengths accordingly.
