Executive Summary The Ribb Irrigation Project is one of the Ethiopian Nile Irrigation and Drainage Projects. It is found in Amhara National Regional State, South Gondar Zone on the eastern side of Lake Tana Basin. The Dam is a 73-meter earth-rock fill dam with a flooded area at normal water level elevation of 1940 masl covering 11.235km². The reservoir storage capacity is 234 million cubic meters. The impact zone including the settlement free zone is defined at 1945.5 meters above sea level and covers four kebeles from Farta and Ebinat Woreda. The aim of this RAP Addendum is to identify the scope of induced impact on host community in Debere Tabor and Ebinat Town due to the new resettlement sites for Ribb Dam Construction Project displaced PAPs. The PAPs are affected due to change in design and scope of the project from the original RAP. The eligibility criterion is the same to the original RAP prepared by GoE for the Ribb Dam Reservoir. As the resettlement sites are known, PAPs have been thoroughly consulted. The consultation agenda included, the legal regime for processing compensation, entitlement, eligibility, scope of land required, the cut-off date and other related issues based on the agreed principles in the original RAP. The resettlement site has affected eleven (11) PAPs in Ebinat and twenty-seven (27) PAPs in Debre Tabor towns. Based on the valuation result for compensation payment, the PAPs in Ebinat will be paid Birr 806,786.24 and Birr whereas PAPs in 4,409,295.16 at Debere Tabor town. The 38 PAPs in the two towns will be paid Ethiopian Birr 5,216,081.40 in compensation for permanent loss. The Bureau of Rural Land Administration and Use through its structures at Zone, woreda and kebele level will be the main responsible organization on the verification of PAPs against their documentation during the census. The Woreda Finance and Economic Cooperation Office will issue the payment certificate through the Commercial Banks. The monitoring and reporting on the implementation of this RAP Addendum is on weekly and monthly basis. 2. Background Information Federal Democratic Republic of Ethiopia (FDRE) with the financial support of the World Bank has prepared the Ethiopian Nile Irrigation and Drainage Project (ENIDP). ENIDP will finance a project to develop 20,000 ha for irrigation agriculture and complete detailed feasibility studies of 80,000 ha of land in Amhara, Oromiya and Benishangul Gumuz National Regional States. 3 Ribb Dam and Reservoir The Ribb Irrigation Project is one of the Ethiopian Nile Irrigation and Drainage Projects. It is found in Amhara National Regional State, on the eastern side of Lake Tana Basin. The Ribb Dam is located on the Ribb River. Original RAP Reference The RAP Addendum for Ethiopian Nile Irrigation and Drainage Project (Funded by The World Bank) Ribb Reservoir Scheme is prepared based on the following 2012 prepared, approved and publicly disclosed RAPs: 1. Scope of the RAP Addendum This RAP Addendum is prepared to document the impact of PAPs in Debere Tabor and Ebinat Town who are economically impacted due to the land acquisition required to resettle PAPs displaced from the Ribb Dam and Reservoir. The number of physically displaced PAPs from the Ribb Dam and Reservoir has increased to 277 from the original 78. Based on the alternative resettlement location provided 64 PAPs preferred to resettle in Ebinat while the remining 135 favored Debre Tabor respectively. In addition, land is required for livelihood restoration activities to be implemented at 4 new relocation sites. Installation of infrastructures such as electricity and potable water has to be connected to the resettlement sites. 6. Legal Policy and Administrative Framework Legal frameworks of the Federal Democratic Republic of Ethiopia and Amhara National Regional State relevant proclamations, regulations, guidelines, have been considered in the original RAP are relevant for this addendum. The RAP Addendum is prepared based on the references made to the WB Operational Policy on Involuntary Resettlement OP 4.12 in the original RAP. There are no changes in the legal frameworks, regulations and guidelines. 7. Public Consultations in Preparation of the Addendum The PAPs to be displaced in Debere Tabor and Ebinat towns have been living within the boundary of the respective towns. marked as area for urban expansion. As the time was elapsing for cropping the land in the new rainy season, the farmers requested additional crop compensation other than the displacement compensation which was admitted. Moreover, though no physical resettlement was induced, some of the PAPs requested urban resettlement sites to be permitted to their young children. The respective urban administration has committed to organize the youth in a group requesting resettlement sites. 8. Eligibility of PAPs under the RAP Addendum All the 38 PAPs are legal title holders and eligible for compensation payment. There are no illegal or squatters in the area. All the PAPs are eligible for full displacement compensation and one-year crop compensation which they have already started cultivation. The eligibility criteria has not changed from the original RAP. 9. Entitlements of PAPs under the RAP Addendum The entitlement matrix has not changed from the original approved and disclosed RAPs referenced under section four above. The PAPs are entitled for compensation for permanent loss of land, improvements made on land (including stone structures) and compensation for loss of trees. The name of PAPs and the total compensation payment required is provided in annex-1 and annex-2. 10. Inventory (census) of the PAPs property for the RAP Addendum The woreda compensation committee in the presence of the PAPs conducted land measurement and property inventory. The respective PAPs agreed and signed on the land and asset registration form. 5 11. Grievance Redress Mechanism The already existing woreda grievance committee will receive and process complains because of the implementation of this RAP Addendum. The woreda regular court will be the last resort for PAPs unsatisfied or unresolved by the woreda and kebele grievance redress committee. 12. Implementation Institutions processing the Addendum The institutional arrangement for the implementation of this RAP Addendum will be on existing institutional arrangement indicated in the original RAP approved and disclosed in 2009, 2011 and 2014. There is no change regarding institutional arrangement for the implementation of the original RAPs and the implementation of this RAP Addendum will follow similar procedure. 13. Monitoring and evaluation of the RAP All the monitoring and evaluation for the implementation of this RAP Addendum will follow the existing procedure as per the original RAP approved.
