The project was signed by the Government of Niger on August 14, 2020 and became effective on March 31, 2021. The Project’s development objective is to strengthen local governments’ capacity and extractive sector management for service delivery in the targeted regions of Agadez, Diffa, Tillabéry and Zinder which are the main extractive regions; and also, currently facing fragility. The project through a combination of Performance Based Conditions (PBCs) and Technical Assistance (TA) aims to support government reforms notably, the TA will finance, inter alia, expertise to improve the legal framework, strategies and processes, software and training manuals as well as conflict monitoring and harmonizing early warning mechanisms. Meanwhile, PBCs will provide incentives for the implementation of policies, laws and regulations related to state deployment, COVID-19 coordination mechanism and extractive sector management. 6/29/2021 Page 1 of 13 The World Bank Implementation Status & Results Report Governance of Extractives for Local Development & COVID-19 response Project (P164271) The year 2020 was a challenging year for project implementation. The COVID-19 pandemic and preparation for national elections contributed to significant delays in recruitment of Project Implementation Unit (PIU) staff and project preparation activities, including key preparatory studies that aim to inform project technical assistance. Despite these delays, the establishment of the Steering Committee and PIU were secured by end of March 2021 and key studies are close to finalization and will inform the call for proposals for TA on Decentralization and Geology data and Artisanal Mining pilot. For 2020, four (4) Performance based conditions were due to be achieved, namely: i. PBC 1.1 on the Local Government Code and Civil service texts on HRM: the adoption in 2020 of texts and decrees in CY 2020 (US$6 million). All of the decrees have been drafted in 2020, however, because of the national elections, these are not yet adopted. ii. PBC 2.1 on the Inter-ministerial decision on modalities for allocation and execution of extractive revenues (US$4 million) is being drafted. iii. PBC 5.1 and 5.2 on the Effective central-local coordination mechanism for COVID-19 emergency response (US$12 million). This PBC has been achieved and is pending verification. iv. PBC 6.1 on Inspection Manuals of the Ministries of Education, Health and Hydraulics for CY 2020 (US$0.5 million) is pending submission to the World Bank.
