The HCS reforms program in all ten core and four reserve participating cities continues to be fulfilled as planned. Physical investments and technical assistance have also advanced, and the implementation of the project procurement plan, which is fully committed, has significantly increased. According to the PIU estimates all contracts will be completed before the loan closing date. Public Disclosure Copy Disbursements at the time of the visit by the Bank's team reached US$ 100.5 million (or just above 50% of project loan amount, which was planned to be reached by the end of this year). Disbursements are now estimated to reach US$ 110 million by the end of the current construction season, surpassing previous estimates. Consistent with previous proposal, the project team recommends upgrading the project DO status and IP to “satisfactory”. The project team was also informed that payments for the counterpart portion of contracts under the TA component have been resumed, representing about 22% of the total amounts invoiced until now. The project team expressed its satisfaction that the delays in the processing of payments have been solved as agreed during the previous follow-up visit, and all arrears have been paid by early September. Apart from its impact on the reform agenda, to date the project has had major impacts in participating cities, which include an almost complete elimination of social payment arrears, the preparation of municipal investment plans and additional increases in the number of multi-family buildings managed by professional management companies, among other. Thanks to these and to the communication campaign carried out under the project, rating by the population of HCS services’ quality has improved consistently in participating cities and now is above 70% in almost all of them, surpassing 80% in two (N. Chelny and Chevoksary). Further significant improvements in terms of quality of services (measured in terms of pipe brakes and pollution load reductions) are expected once on-going contracts are completed.
