To date, progress has been made toward implementing performance-based contracts (PBCs) in three TVET institutions (Maurice Delafosse of Dakar, Andre Peytavin of Saint-Louis and Kédougou). The Project Coordination team will conduct an independent evaluation of the PBC by June 2018 which can be used to guide next steps. The revision of curriculum for the three key sectors (horticulture, poultry farming and tourism) is ongoing with support from ADECIA (National French Agency) and national experts selected by the TVET ministry (methodologies). Around 450 youth are expected to be trained within the next few months. A Technical Guide from the first 6 pilot centers (Centre National de Qualification Professionnelle (CNQP), lycée François Xavier Ndione de Thiès, Centre Sectoriel de Formation aux métiers du Bâtiment et Travaux Publics (CSFBTP), Centre Sectoriel de Formation en Industrie Agro-Alimentaire (CFIAA), Centre de Formation Professionnelle et Technique S/J (CFPT S/J), Centre de Formation aux Métiers Portuaires et à la Logistique (CFPMPL).), has been drafted and is being continuously updated to serve as guidance for the scale up phase. The annual work plan has been approved after several updates following a successful knowledge sharing mission in Cote d’Ivoire (CDI) and a new framework for progress reporting has been established with technical support from the PEJEDEC (Cote d’Ivoire) team. Its implementation will be assessed in the next join mission. Project key achievements. As of February 2017, a number of results were achieved. Overall, progress has been made on five out of the six project development objective (PDO)-level indicators that have shown a positive trend making it likely that they will reach their targets by the end of the project. The only indicator on which satisfactory progress has not been made is the “Number of youth who graduated from short-term skills development training (Number)” due to the complexity of the reform involving several stakeholders under the TVET Ministry (i.e. Directorate of Apprenticeship, 3FPT, Directorate of Technical and Vocational Training). The status of each indicator was summarized and presented in detail in the project annual reported attached. Fiduciary. Financial management under the Project is moderately satisfactory. Although a financial management team is well established in the DAGE, there are two issues which have been noted in this area: (i) slowness in the implementation of agreed recommendations especially in the construction domain; (ii) an unnecessary delay in procurement of equipment for the TVET Ministry. Disbursement. To date the project has disbursed a total of US$ 7,122 million. The disbursement rate is now 21.5 percent. The team has held several meetings with the Government to closely follow up on the implementation progress and providing daily support. All bidding documents for construction and equipment have been launched. Initial advance payments will be made by December 2017. Disbursement is expected to reach approximatively 30 percent in the next six months according to the progress of activities and construction. Safeguards: Two supervision missions focused on the environmental and social management of the project took place between September 2016 and May 2017. The mission made recommendations to the Ministry of TVET to strengthen safeguards under the future bidding document for construction and equipment. An action plan has been put in place by ONFP and will be evaluated during the next mission in September 2017. Moreover, the CS is the biggest PDO indicator of the project that is expected to enroll 10,000 youth. The pilot phase took off very late due to the complexity of the implementation and issues with the counterpart mobilization and functionality of 3 FPT. Several meetings have been held with senior Government officials to address the issue of timely counterpart funding. The CMU is aware of the counterpart funding delays and is supportive of task team’s actions. So, it is expected that by the end of this academic year (2016/2017) the indicator will be significantly increased. Fifteen centers have been selected to train 600 students identified by the 3 clusters. .
