The Social and Environmental aspects of RAP 4 fall within the responsibility of the Project Lands office of NTPC. Figure 1and 2 depict the areas in which RAP 4 is found. RAP 4 area coverage 1.1.1 Land Parcel Areas As seen in Figure 1, the entire road traverses through Khammouane, through the districts of Gnommalath, Mahaxai and Thakek. Overall 45 villages are affected by the roads, quarry activities and main contractors camp activities. Modifications in design and land requirements have occurred since the design phase. Road construction will include elevating many sections above pre-project levels to provide protection against flooding as well as to improve drainage. The newly elevated road surface requires access to adjacent houses, shops and tracks to be revised as well since without proper access provisions, motorbikes, power tillers and other vehicles may arrive at the top of the access ramp with high speed to overcome the steep ascent. As construction progresses, NTPC will review the Head Contractor's work to ensure that proper access is maintained to the road. Nam Theun 2 Hydroelectric Project Resettlement Action Plan 4 - Roads October 2007 2 CompensationPolicy and Scheme 2.1 CompensationPolicy and Scheme The compensation policy and scheme of RAP 4 follows the general rule of compensation for lost infrastructure as explained in Volume 1. Nevertheless, none of the PAHs are entitled to compensation, as affected land is located within an 80m corridor (National Road no. 12) and a 60m corridor (Road no. 8b and 8B), occupation of which, according to Lao law, is illegal. IF1policy on the other hand, requires further payments to be made. Discussions are presently ongoing between GOL and the IFIs regarding cash compensation for PAHs above the disturbance allowance that all PAHs have already been provided with and to which GOL has agreed. Updates regarding this discussion will be available in monthly reports. Nam Theun 2 Hvdroelectric Proiect Resettlement Action Plan 4 - Roads October 2007 Project affected Household 3.1 Baseline Baseline information was gathered to assess the extent of the impact and identify potential PAHs within the affected area. All baseline information regarding RAP 4 is found in Volume 4 of the SDP. 3.2 Consultation process Following the baseline data gathering, consultations were held with the PAHs. This activity was led by the District Working Group and the Village Chief. The DWG and the Village Chief, together with the PAH would verify the list of expected impacts. 3.3 Project Affected Households There are 1,368PAHs within RAP 4 (Table 2). All PAHs found in RAP 4 are not significantly affected by the project as determined by the baseline and consultations described above.. Table 2.
