The executing agency in charge of road safety issues in Argentina (ANSV) is doing a very good job in advancing project activities, but also in leading collaboration and mentoring efforts under the Ibero-American Road Safety Observatory (OISEVI) umbrella. The Project continues to progress well towards achieving its development objectives with major achievements especially on the institutional capacity building initiatives (launching of National Driver Licensing and Infraction systems), and aspects of the National Road Safety Observatory system. The weakening in the positive trends on road safety indicators has stressed the need to strengthen efforts in key components of the project with focus on strategic activities. The Bank team and the ANSV team have been implementing strategies to reinforce activities under the Incentive Fund for Provinces and Municipalities around local road safety plans and interventions, as well as interaction with national and provincial road agencies on safer infrastructure. Considering that the disbursement process, especially the Incentive Fund (sub-component 2.2), has shown slower progress than expected, a restructuring to extend the closing date for 18 months is required for the completion of the project. The Bank team is working with the PIU in the definition of the restructuring process, which will be processed during the first months of 2015.
