This year, all but one DLI was achieved, and the MOE is progressing according to plan for next years DLIs, in addition to the DLI outstanding for this year. School improvement support program (SISP): Second tranche of SIF was delayed one month and made in November 2019 totaling 32.77 Billion MMK ~US$ 2.3M) to 47,445 MoE schools and 1,530 monastic schools. The reason for the delay was that DBE staff had to wait for the updated school and student data from the new MoEs initiative, “C4M” (database) in order to calculate the grant allocation to schools and townships. Stipends: Stipend payments were made to 210,114 students from 55 townships in school year 2019-20; in addition to stipend payments for Jan- Feb-March 2020 were made to all 34,217 students from Grade 5 to Grade 9 in Min Byar and Pauk Taw, two new mixed townships in Rakhine. Teacher mentoring and cluster support program: 279 Teacher Mentors, Year 3 cohort, attended 13-day-Mentoring Training in September 2019 in Taungoo Education College. Following the training, a 5 day-Refresher Training for Year 1&2 cohort was completed in January 2020 attended by 299 Mentors. Furthermore, cluster grants were transferred to 2,974 school clusters in 115 townships in January 2020, (iv) e-Learning platform and ODK Mobile Apps training provided to all cohorts from Year 1, 2 and 3 to be able to continue CPD and to submit their reports The Environmental Social Management Framework (ESMF) was revised and finalized on the basis of feedback received during consultations in all states and regions. Also, the Operational Guidelines (OGs) for the School Improvement Support Program (SISP), the Student Stipends, and the Teacher Mentoring and Cluster Support programs (TMCSP) were revised to reflect lessons learned, integrating new and strengthened safeguards processes as described in the ESMF, and to integrate amendments to the programs for implementation in the Northern Rakhine Township (BMY) Data collection from schools and mentors through phone-based applications was successfully piloted and rolled-out nationally in February and March 2020. In total, school snapshots/data were received from 9,203 schools (19% of total 47,446) before COVID19 broke out in Myanmar March 2020. The remaining schools will submit the outstanding data when schools open in July/August 2020.
