No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Background 1. The CEPF is a partnership of several donors, including the World Bank that was created in 2002. The grant associated with the original project supporting the CEPF (P100198) was approved on December 18, 2007, became effective on January 11, 2008 and was scheduled to close on December 31, 2017. B. Rationale for Restructuring 2. The proposed extension is needed to complete all project activities and prepare the additional financing. This was agreed ‘in-principle’ by the SD VP (June 19, 2017) and the VP for OPCS (June 16, 2017). The request to extend the Closing Date for Grant No. TF015491 is justified because (a) unfinished activities need to be finalized for the project to achieve its objective, and (b) the Bank would not be able to process the Additional Finance by the current closing date of December 31, 2017. 3. Per OPSPQ guidance note on processing Additional Financing dated July 1, 2014, “requests for Additional Financing are processed, approved, and signed before the original [grant] closes”. The current Grant Closing Date is December 31, 2017. II. DESCRIPTION OF PROPOSED CHANGES The proposed closing date for the Grant (No. TF015491) is December 31, 2018 and the end target dates of the indicators in the Results Framework will be updated to reflect this proposed closing date.
