Any Other Special Procurement Arrangements: (i) Goods, works and non-consulting services under Component 1 (the proposed PBF scheme) shall be procured in accordance with procedures and arrangements acceptable to the Bank, including those set out in the Project Implementation Manual, i.e. the mills shall procure goods, works and non-consulting services by comparing quotations, performance and quality from different vendors in the market with due attention to economy and efficiency; (ii) Retroactive financing and advance contracting may be used under this project. The proposed retroactive financing is subject to the payments being made within 12 months of the signing date of the legal agreement.
