This project has two components: 1) independent evaluation of the reform pilots; 2) capacity building through an overseas study tour and a large scale training workshop on evaluation methodology. Project implementation is making progress according to the plan. The team is currently undertaking a desk review and status-quo study, which will form the basis on which a progress report and an evaluation work-plan will be formulated. The overseas study tour/training was completed in November, 2013.
