Request for Proposals on training and capacity building consultancy was announced with deadline of June 21, 2021 and it is expected that by August, consultants will start their activities. Meanwhile, PIU started to design selection criteria for interested hosting farmers of demonstration plots, Comments: M&E consultants are on the field missions and working on selection criteria with close coordination of local farmers associations, local government and communities. A Beneficiary Feedback survey was planned in November 2020 through the M&E consultants, yet due to delayed contract negotiations, beneficiary feedback is being designed and will be started in fall because all farmers and irrigation people are busy with summer agricultural season harvest. The optimal timing for any surveys is late fall and winter. Currently, 80% of registered grievances are resolved by series of consultation and face-to-face meetings by PIU and construction supervision consultants. With M&E consultants on board, GRM will be significantly improved via regular consultations and monitoring. For example, recent filed trip (May 2021) showed that in Namangan, GRM is fully compliant with WB rules and regulation, whereas in Andijan and Fergana, more awareness raising events are needed both for PIU, local government and communities. Comments: The total number of grievances received was six for reporting period. The following GRM types are reported and resolved. i) when irrigation wells will be completed and water will be available ii) what are compensation mechanisms for temporary by-pass routes along to-be-rehabilitated canals iii) what are selection criteria for farmers to be included as demonstration plots. Overall Comments IR PIU finally recruited full-time specialist in Tashkent for Environment and Social Safeguard after MoF approval. M&E consultants are on board from February 2021 and visited all project sites and have several round of consultations and monitoring missions with local governments, communities, contractors.
