Amendment No.1 to the Contribution Agreement between the Federal Republic of Germany,
    acting through its Federal Ministry for Economic Cooperation and Development and the
 International Bank for Reconstruction and Development concerning the Pandemic Emergency
                       Financing Facility Trust Fund (MTO No. 069030)

1.       Reference is made to the Contribution Agreement between the Federal Republic of Germany,
acting through its Federal Ministry for Economic Cooperation and Development (the “Contributor”)
and the International Bank for Reconstruction and Development (the “Bank”), as trustee of the
Pandemic Emergency Financing Facility (“PEF”) Trust Fund, MTO No. 069030 (the “Trust Fund”),
effective as of June 29, 2017 (the “Contribution Agreement”).

2.    The Contributor and the Bank agree to the following amendments to the Contribution
Agreement:

     (a) Paragraph 1 of the Contribution Agreement shall be amended to read as follows:

     “The International Bank for Reconstruction and Development (the “World Bank” or the “Bank”),
     as trustee of the Pandemic Emergency Financing Facility (“PEF”) Trust Fund, MTO No. 069030
     (the “Trust Fund”)(the “Trustee”) acknowledges that the Federal Republic of Germany, acting
     through its Federal Ministry for Economic Cooperation and Development (the “Contributor”, and
     together with the Bank, the “Parties” and each a “Party”) agrees, subject to legislative
     appropriations, to provide the sum of Sixty-Five Million Euros (EUR 65,000,000) (the
     “Contribution”) for the Trust Fund in accordance with the terms of this Contribution Agreement
     (the “Contribution Agreement”). Other donors are also expected to contribute to the Trust Fund
     on the terms and conditions specified in the Annexes to this Contribution Agreement.”

     (b) Paragraph 3 of the Contribution Agreement shall be amended to read as follows:

           “It is acknowledged that Fifteen Million Euros (EUR 15,000,000) is provided as Insurance
           Window Contribution and Fifty Million Euros (EUR 50,000,000) as Cash Window
           Contribution”

     (c) The payment of the last two installments, mentioned as follows under Paragraph 4 of the
         Contribution Agreement, is cancelled:

       5         Insurance Window      Five Million Euros by November 30th 2020
                 Contribution          (EUR 5,000,000)
       6         Insurance Window      Five Million Euros by November 30th 2021
                 Contribution          (EUR 5,000,000)

3.         All other terms of the Contribution Agreement shall remain the same.

4.      The Trustee shall disclose this Amendment in accordance with the Bank’s policy on Access
to Information. By entering into this Amendment, the Contributor consents to such disclosure.
5.       Each of the Contributor and the Bank represents, by confirming its agreement below, that it is
authorized to enter into this Amendment and act in accordance with these terms and conditions. The
Contributor and the Bank are requested to sign and date this Amendment, and upon possession by the
Bank of this fully signed Amendment, this Amendment shall become effective as of the date of the
last signature.
