Despite a challenging operating environment, partially due to the COVID-19 disruption, the project has maintained momentum on implementation. This includes the competency 12/21/2020 Page 1 of 9 The World Bank Implementation Status & Results Report Afghanistan - Second Skills Development Project (P132742) assessment of 400 additional teachers, piloting and near completion of curriculum revision in 5 of 7 priority trades, finalizing the international training of 42 teachers, and progress on steps to initiate domestic trainings. The PDO and overall Implementation Progress remains Moderately Satisfactory. Key issues include: 1. Safeguards: In order to improve student safety and physical risks at the 3 TVET Lead institutes and KAMI, the last mission agreed on an action plan related to civil works upgrades. However, though technical assessments and initial designs have been nearly completed, construction has not started at any of the 3 Lead Institutes, and it is unlikely that final design, procurement and construction can be fully completed in the remaining 7 months of the project. Follow through on major civil works which are intended to address safeguards risks are also not on track. Given the scope of the remaining civil works required to ensure minimum safeguards, the Bank and TVETA leadership will need to discuss options during the upcoming ISM in January 2021 for proper project closing, including addressing the safety and safeguards issues. 2. Support to TVET Strategy: TVETA leadership increased its efforts on donor engagement on GoA's TVET reforms in light of its sector expansion plans. The TVETA sponsored at TVET Sector Development Partners meeting co-hosted by the Ministry of Finance and the Bank, where it presented its vision for implementation of the new TVET Strategy (2020-24), and continue to provide inputs to the ARTF discussions. TVETA also continued to show considerable commitment to implementing its Institutional Reform Plan. 3. COVID-19 Response: The TVETA has proactively prepared an emergency "Alternative Learning Plan (ALP) in the wake of the COVID-19 disruption to ensure learning continuity and undertake needed remediation. The ASDPII was restructured to mobilize funding, technical assistance and procurement support for the ALP. Despite initial delays due to nationally imposed restrictions and pre-authorizations on COVID-response procurements, implementation has recently commenced once again and progress is noteworthy. The Bank is continuing technical support to roll out and accelerate distance learning activities under the ALP, but it is important that TEVTA leadership continues to make this a priority. 4. Gender-Based Violence Response: Progress on GBV response and risk mitigation has continued at a good pace, including the completion of a gap analysis of TEVTA policies from a GBV lens. The agreed next steps include revising GBV policies and procedures including Codes of Conduct for teachers and students, building formal safe and confidential reporting mechanisms with options for anonymous complaints, and capacity building and training on safeguarding mechanisms.
