Implementation progress is improving with disbursements under the project now at 19.5% or $45 Million (up from 8% or $18 Million in June 2012). 2013 work plans for 32 states have been approved by the Bank and implementation of activities is ongoing as evidenced by the increased disbursement. The project continues to support Government's efforts to scale up prevention of mother to child transmission services in the country. While HIV/AIDS Funds (HAF) grants have not yet been disbursed to any civil society organizations , 3 states (Kebbi, Ekiti and Cross River) have advertised expressions of interests (EOI) to CSOs for grants and will shortly be issuing simplified request for proposals to the shortlisted CSOs. Other states are finalizing their CSO mapping, finalizing their EOI and Page 1 of 7 The World Bank Report No: ISR9022 other related activities to ensure more effective, evidence-based and quality services under the grants. Eight states and NACA continue to benefit from more intensive technical assistance from the Bank and NACA to improve the effectiveness and efficiency of their HIV prevention programs. The data and results from epidemiological appraisals and mapping of most at risk populations (MARPs) in 7 of the states are out and are already being used by the states Public Disclosure Copy to strengthen prevention programs put into place for the MARPs as well as the grants to CSOs to support prevention efforts in the states. NACA is also receiving technical support from the Bank and a team from the London School of Hygiene and Tropical Medicine (LSHTM) and the University of Manitoba to design and implement an impact evaluation of the female sex worker HIV prevention program in the country. The evaluation question has been agreed as has the scope to the intervention to the 12 + 1 key states that have been identified by the Government as priority States for HIV prevention efforts in Nigeria and account for about 60% of the HIV burden in the country.
