Amendment to the Grant Agreement
Honorable Minister:
We refer to the Grant Agreement dated June 19, 2014, ("Agreement") between the Democratic
Republic of Congo and the International Development Association acting as administrator of the Statistics
for Results Facility Catalytic Fund ("World Bank") for the above-referenced Project. We also refer to
your letter dated September 23, 2016, requesting an amendment to some provisions of the Agreement.
We are pleased to inform you that the World Bank concurs with your request; the Agreement is
hereby amended as follows:
1.     Part C. 3.2 of Schedule I is amended to read as follows:
"3.2. Supporting the Enterprise Census: (i) Supporting the enterprise census, which includes
building an initial list of firms from various sources, validating and extending it in the field,
collecting, processing, analyzing, and reporting the data; and (ii) provision of technical assistance
in connection with the foregoing."
2.     Section I. E. of Schedule 2 (Safeguards) is amended to include the following paragraph:
"4.    The Recipient shall ensure that each contract for works to be carried out under the Project
include a stipulation, satisfactory to the World Bank, requiring the contractor to follow and apply
a procedure for identifying and managing any physical cultural resources encountered unexpectedly
during Project implementation and which ensures compliance with the Recipient's relevant
requirements of its legislation."
3.     Paragraph 7 of the Appendix is amended to read as follows:
""Environmental Management Plan" or "EMP" means the document entitled "Plan de gestion
environnementale - Projet catalytique de renforcement de 1INS" adopted by Recipient on June 7,
2012, in connection with the activities under the Project and, inter alia, (i) describing the potential
adverse environmental and social impacts of such activity during planning, design, construction
and operation, and (ii) outlining monitoring and mitigation measures, as well as institutional
arrangements and budget for carrying out these measures, as it may be revised from time to time in
agreement with the World Bank."

4.     Section IV. B. 2. Of Schedule 2 is deleted and replaced with the following:
"2.    The Closing Date referred to in Section 3.06 (c) of the Standard Conditions is April 30,
2019."
5.     The table in Section IV. A.2. of Schedule 2 is deleted and replaced with the following:

of the date of countersignature of this letter.
